The book reveals, for the first time, the origins, growth and complex role of the OECD as it celebrates its fiftieth anniversary, showing how it has adapted for the most part successfully to the changing needs of its members, both large and small. Peter Carroll and Aynsley Kellow provide a comprehensive account and analysis of the origins, development and, most intriguingly, the recent reforms that characterise the OECD. They argue that this increasingly complex organisation has fulfilled its design to be an adaptive, learning organisation and explore how the OECD has spread its wings beyond its European and North American roots to become an increasingly influential body in global governance. Topical chapters include the OECD s work on health and the environment, relations with international, intergovernmental organisations, the OECD s structure and also the key processes. This fascinating book will be warmly welcomed by academics, researchers and postgraduate students in a wide range of fields including international relations, international business, political science, public policy and public administration. Public servants in national departments and agencies particularly those with significant international activities will also find the book to be of great interest, as will professionals within international organisations such as IMF, World Bank, EU, UN and (of course) the OECD itself.

This book contains a key component of the NII 2000 project of the Computer Science and Telecommunications Board, a set of white papers that contributed to and complements the project's final report, The Unpredictable Certainty: Information Infrastructure Through 2000, which was published in the spring of 1996. That report was disseminated widely and was well received by its sponsors and a variety of audiences in government, industry, and academia. Constraints on staff time and availability delayed the publication of these white papers, which offer details on a number of issues and positions relating to the deployment of information infrastructure.

East Asian economies of the 1980s and much of the 1990s were among the most competitive exporters of manufactured products and were also able to sustain growth rates far higher than those of other countries, developing or industrial. However, the economic crisis of 1997-98 impacted the economies of these countries. Although recovery began fairly quickly in some countries, others have yet to regain their growth momentum. 'Can East Asia Compete?' looks at whether or not East Asia can restore its near magical performance, or is its competitive strength beginning to wane. This volume argues that East Asian countries have far from exhausted their growth potential. However, future competitiveness will depend on much greater innovative capability in manufacturing and services, innovativeness that is grounded in stronger institutions, improved macroeconomic policies, and closer regional coordination. 'Can East Asia Compete?' clearly summarizes the issues currently being debated and provides guidance to East Asian economies on how to deal with the policy concerns that lie ahead.

The modern telecommunications infrastructureâ€"made possible by research performed over the last several decadesâ€"is an essential element of the U.S. economy. The U.S. position as a leader in telecommunications technology, however, is at risk because of the recent decline in domestic support of long-term, fundamental telecommunications research. To help understand this challenge, the National Science Foundation asked the NRC to assess the state of telecommunications research in the United States and recommend ways to halt the research decline. This report provides an examination of telecommunications research support levels, focus, and time horizon in industry, an assessment of university telecommunications research, and the implications of these findings on the health of the sector. Finally, it presents recommendations for enhancing U.S. telecommunications' research efforts.
