This case study is one of four undertaken by the Food and Agriculture Organization of the United Nations (FAO) and the DSI-NRF (Department of Science and Innovation and National Research Foundation) Centre of Excellence in Food Security (CoE-FS) at the University of the Western Cape, South Africa. The purpose of these studies is to review the impact of social protection (SP) interventions on food system outcomes. The overall aim is to define a theory of change and a conceptual framework that link SP to food systems. The focus of this paper is an examination of the project titled “Enhanced Coastal Fisheries in Bangladesh” (ECOFISH-BD), within the Hilsa Fishery Management Action Plan (HFMAP). The HFMAP was implemented from 2005 in five coastal regions of Bangladesh and is a payment-for-ecosystem-services (PES) intervention that provides conditional in-kind assistance. In particular, the HFMAP provides rice to fishers in return for their compliance with fishing restrictions. ECOFISH-BD was initiated in 2014 and extends the HFMAP to include aspects of a “graduation” approach by providing adaptive co-management of the resource, training, alternative livelihood opportunities and support to ensure the inclusion of women and youth in the protected areas.

The COVID-19 pandemic exposed the vulnerability of agrifood systems to shocks and stresses and led to increased global food insecurity and malnutrition. Action is needed to make agrifood systems more resilient, efficient, sustainable and inclusive. The State of Food and Agriculture 2021 presents country-level indicators of the resilience of agrifood systems. The indicators measure the robustness of primary production and food availability, as well as physical and economic access to food. They can thus help assess the capacity of national agrifood systems to absorb shocks and stresses, a key aspect of resilience. The report analyses the vulnerabilities of food supply chains and how rural households cope with risks and shocks. It discusses options to minimize trade-offs that building resilience may have with efficiency and inclusivity. The aim is to offer guidance on policies to enhance food supply chain resilience, support livelihoods in the agrifood system and, in the face of disruption, ensure sustainable access to sufficient, safe and nutritious food to all.

The FAO Investment Centre provides a wide range of support services to help countries make more and better investments in food and agriculture. Achieving Zero Hunger, defeating poverty and accelerating sustainable inclusive growth are key objectives pursued by the African continent, particularly in the framework of the UN Agenda 2030 and the African Union Agenda 2063. However, the region has been facing persistent challenges resulting in high levels of food and nutrition insecurity, rampant poverty, environmental threats, underperformance of the agrifood sector, unemployment and under-employment for young (male and female) people, especially in rural areas. Falling costs of digital technologies and their popularisation are driving innovations to develop solutions to improve the productivity, incomes and resilience of farmers and food systems. This includes the building of more adaptive and agile value chains through use of data, leveraging the power of satellite observation and geodata to address pest and disease threats; the development of novel solutions for supporting farmers’ social protection; and the enhancement of traceability systems applied to food products from farm to fork. The purpose of the FAO’s framework is to guide the Organization and its personnel in the integration of measures addressing child labour within FAO’s typical work, programmes and initiatives at global, regional and country levels.
