As a nation makes the transition from communism to democracy or another form of authoritarianism, its regime must construct not only new political institutions, but also a new political ideology that can guide policy and provide a sense of mission. The new ideology is crucial for legitimacy at home and abroad, as well as the regime’s long-term viability. In The Return of Ideology, Cheng Chen compares post-communist regimes, with a focus on Russia under Putin and post-Deng China, investigating the factors that affect the success of an ideology-building project and identifies the implications for international affairs. Successful ideology-building requires two necessary—but not sufficient—conditions. The regime must establish a coherent ideological repertoire that takes into account the nation’s ideological heritage and fresh surges of nationalism. Also, the regime must attract and maintain a strong commitment to the emerging ideology among the political elite. Drawing on rich primary sources, including interviews, surveys, political speeches, writings of political leaders, and a variety of publications, Chen identifies the major obstacles to ideology-building in modern Russia and China and assesses their respective long-term prospects. Whereas creating a new regime ideology has been a protracted and difficult process in China, it has been even more so in Russia. The ability to forge an ideology is not merely a domestic concern for these two nations, but a matter of international import as these two great powers move to assert and extend their influence in the world.

How do leaders perceive threat levels in world politics, and what effects do those perceptions have on policy choices? Mark L. Haas focuses on how ideology shapes perception. He does not delineate the content of particular ideologies, but rather the degree of difference among them. Degree of ideological difference is, he believes, the crucial factor as leaders decide which nations threaten and which bolster their state's security and their own domestic power. These threat perceptions will in turn impel leaders to make particular foreign-policy choices. Haas examines great-power relations in five periods: the 1790s in Europe, the Concert of Europe (1815–1848), the 1930s in Europe, Sino-Soviet relations from 1949 to 1960, and the end of the Cold War. In each case he finds a clear relationship between the degree of ideological differences that divided state leaders and those leaders' perceptions of threat level (and so of appropriate foreign-policy choices). These relationships held in most cases, regardless of the nature of the ideologies in question, the offense-defense balance, and changes in the international distribution of power.

The revival of ideology, which began early in the second half of the last century, has led to reconsideration of the following questions: What underlies the pattern of the rise and decline of the ideological mode of thought? What leads young intellectuals to search for an ideology? What accounts for the changes in ideological fashion over time and nation, and shifts from one set of philosophical tenets to another? Who indeed are the ""intellectuals?"" Studies of ideology have tended to range themselves for or against particular viewpoints, or have concerned themselves with defining perspectives. The purpose of this book is to examine the common causal patterns in the development of various differing ideologies. Feuer finds that any ideology may be said to be composed of three ingredients: The most basic and invariant is some form of Mosaic myth. Every ideology also has its characteristic philosophical tenets spreading from left to right, which conform to the cycle of ideas; and, finally, an ideology must be taken up by some section of the population who can translate it into action. Intellectuals in generational revolt find in some version of the ideological myth a charter and dramatization of their emotions, aims, and actions. Since each generation of intellectuals tends to reject its predecessors' doctrines, a law of intellectual fashion arises the alternation of philosophical doctrines. Ideology has inevitably made for an authoritarian presumption on the part of master-intellectuals and marginal ones and assumes their antagonism to objective truth and science. It is Feuer's contention that only when intellectuals abandon ideology in favor of science or scholarship will an unfortunate chapter in the history of human unreasonbe overcome.

Across the modern political spectrum, left-wing and right-wing political theorists have invested sport with ideological significance. That significance, however, varies distinctively and characteristically with the ideology—a phenomenon John Hoberman terms "ideological differentiation." Taking this phenomenon as its point of departure, this provocative work interprets the major sport ideologies of the twentieth century as distinct expressions of political doctrine. Hoberman argues that a political ideology's interpretation of sport is shaped in part by the value it assigns to work and play as modes of experience; the political anthropologies of right and left can be distinguished by examining their resistance to—or affinity for—sportive imagery of their leaders and of the state itself; there exists a fascist temperament that shows an affinity to athleticism and the sphere of the body that is not shared by the left. Tracing modern sport ideology back to its premodern antecedents, Hoberman examines the interpretations of sport that have been promulgated by European political intellectuals, such as cultural conservatives and contemporary neo-Marxists, and by the official ideologists of Nazi Germany, the Soviet Union, the German Democratic Republic, and China before and after Mao. As a form of mass theater, sport can advertise any ideology. But the deeper relationship between sport and political ideology has never before been explored wth such vigor. The crises of the twentieth century - wars, genocide, the proliferation of atomic weapons, the rise and fall of communism, the breakup of the family - have shaken our faith in modernity and in the fundamental conceit upon which it is grounded: that human beings are capable of providing their own moral and political order. Ideologies based on this conceit have at their heart the revolt against God that has so characterized modern history, and these ideologies have failed us. Walsh contends that the solution is to recover the spiritual foundations of freedom and order. To make his case, he draws lessons from the intellectual pilgrimages of four contemporary thinkers who overcame the modern spirit of revolt against God: Dostoevsky, Solzhenitsyn, Camus, and Voegelin. He shows how each confronted the full consequences of secular messianism and found within his own experience the means of overcoming it. In the process of mounting a critique of modernity and articulating the direction in which the alternative lies, the four recovered what is in essence philosophic Christianity. They show us that beyond nihilism, beyond the revolt against God, there is the existential rediscovery of transcendent truth. Walsh believes liberal democracy is redeemable, but that its redemption hinges on our return to a proper understanding of human nature and to a spiritual foundation based on Christian principles. We must first recognize, however, that without God, without moral absolutes, without divine order, we can not resolve our worldwide modern crisis.
