Possessing limited oil and gas resources by regional standards, the emirate of Sharjah has worked hard to develop a more thoroughly diversified economic profile in order to drive growth. Efforts have evidently paid off, with its GDP increasing by more than 32% between 2010 and 2015, fuelled largely by its strong manufacturing and logistics industries. Another major growth area is financial services, which accounted for 10.3% of GDP in 2015 having grown by an average of 12.7% per year over the past half-decade. The UAE’s third-largest economy after Dubai and Abu Dhabi, Sharjah has also established itself as a leading centre of higher education in the region with its sprawling University City and the 1997 founding of two of the UAE’s most prestigious higher education institutions, the University of Sharjah and the American University of Sharjah. Another economic engine is tourism, as Sharjah is a key regional destination for family-oriented and cultural visits, attracting large numbers of arrivals from the Gulf, Europe and Asia.

Key initiatives include a privatisation programme which would see the divestment of a number of state-owned giants, such as the partial listing of Aramco, the creation of the world’s largest sovereign wealth fund and the increased participation of women in the job market. Financial markets across the Arabian Peninsula have gone from being small, quasi-medieval structures in the 1960s to large world-class groupings of financial institutions. This evolution has been fueled by vast increases in income from oil and natural gas. The Financial Markets of the Arab Gulf presents and analyzes the banks, stock markets, investment companies, money changers and sovereign wealth funds that have grown from this oil wealth and how this income has acted as a buffer between Gulf society at large and the newfound cash reserves of Gulf Cooperation Council states (Saudi Arabia, the United Arab Emirates, Qatar, Kuwait, Oman and Bahrain) over the last fifty years. By assessing the development of institutions like the Abu Dhabi Investment Authority, the Saudi Arabian Monetary Authority, the Public Investment Fund and the National Bank of Kuwait, The Financial Markets of the Arab Gulf evaluates the growth of the markets and provides a detailed, critical, snapshot of the current form and function of the Gulf’s financial markets. It argues that the markets have been controlled by various state institutions for socio-political reasons. In particular, the Saudi state has used its sophisticated regulatory regime to push for industrialization and diversification, which culminated in the Vision 2030 plan. The UAE, Qatar, Kuwait, Bahrain and Oman have also been strongly involved in establishing modern markets for similar purposes but have done so through different means, with varying results, and each in line with what has been considered their respective comparative advantages. Why did the Gulf monarchies – and the UAE in particular - avoid the upheavals and challenges of the Arab uprisings? This book examines how the UAE survived the waves of regional unrest. It departs from attributing regime survival to rentier state theory and instead offers a more nuanced approach to understanding the pillars of regime legitimacy upon which the UAE now rests. In doing so, the book sheds light on the transformation of the UAE from a quietist state, which relied almost entirely upon an overseas security guarantor, to an assertive regional power in its own right. Written by an Emirati author who understands the internal dynamics of the country, the book examines the state's proactive foreign policy and the changing domestic and regional environment influencing its decisions. The book argues that the UAE leadership encouraged a new national identity to evolve amid the pressures of modernity, particularly at a time when young Emiratis had access to information beyond government control via social media. This is also part of its shift away from a country based on a rentier economy to a situation where the citizens take more initiative, learn more skills, and increasingly enter the private sector to help the country prosper. This has given rise to a new Emirati identity that is politically conservative, economically neo-liberal and socially liberal.
