Excerpt from The Reformers' Year Book, 1907, Vol. 13 The history of the Session of Parliament given in detail on pages 63-75 has been the history of the failure and political cowardice of the Liberal Party, and has indisputably demonstrated that though there are within its ranks some able and conscientious men, the vast majority are indifferent, and not a few actively Opposed, to any real reform. The Liberal Government has failed entirely to justify the confidence reposed in it by the electorate, not only upon the newer questions as they have arisen, such as the war in Natal, but on the very matters upon which it was returned to power, of which the chief was the continuance of Chinese Labour in the Transvaal. Nor has the record of individual members of} the party, in general, been more satisfactory. A few, on occasion, have been found to be willing to vote against the Government in defence of their principles; but for the most part they have been content to take the official view not only inside the House but also outside, as in the case of their cowardly abandonment at the twelfth hour of the deputation to the Duma, in spite of the expressed wish of their friends in Russia.
