Technology has always played a central role in international politics; it shapes the ways states fight during wartime and compete during peacetime. Today, rapid advancements have contributed to a widespread sense that the world is again on the precipice of a new technological era. Emerging technologies have inspired much speculative commentary, but academic scholarship can improve the discussion with disciplined theory-building and rigorous empirics. This book aims to contribute to the debate by exploring the role of technology – both military and non-military – in shaping international security. Specifically, the contributors to this edited volume aim to generate new theoretical insights into the relationship between technology and strategic stability, test them with sound empirical methods, and derive their implications for the coming technological age. This book is very novel in its approach. It covers a wide range of technologies, both old and new, rather than emphasizing a single technology. Furthermore, this volume looks at how new technologies might affect the broader dynamics of the international system rather than limiting the focus to a stability. The contributions to this volume walk readers through the likely effects of emerging technologies at each phase of the conflict process. The chapters begin with competition in peacetime, move to deterrence and coercion, and then explore the dynamics of crises, the outbreak of conflict, and war escalation in an environment of emerging technologies. The chapters in this book, except for the Introduction and the Conclusion, were originally published in the Journal of Strategic Studies.

The authors present arguments about the role that technology and science will play within the international scene and globalization corridor as a way to develop a national security strategy for years to come. Part of the discussion observes the past, present, and future of technology innovation within global governments, including the sharing of data, artificial intelligence (AI), military policy, defense strategies, and more. For instance, globalization of science and technology, emerging and unpredictable threats (both manmade and natural), conventional and emerging weapons of mass destruction, and an inversion of technology flow from the private to public sectors all present challenges to our national security. Many countries are now dramatically increasing their investments in science, technology, and commercialization, particularly in Asia, and including many nontraditional players such as Vietnam and Singapore. From a grand strategic perspective, one might observe that in the decades to come, in a world dominated by pervasive advanced technologies, the countries that are most able to create, acquire, and utilize these disruptive technologies will lead the world. This technological capacity will be one of, if not the, most important global resources.Technological capacity will become the new oil. Dramatic political and economic changes throughout the world, coupled with rapid advances in technology, pose an important question for the U.S. Army: What technologies are best suited to defending U.S. interests against tomorrow's military threats? STAR 21 provides an expert analysis of how the Army can prepare itself for the battlefield of the futureâ€"where soldiers will wear "smart" helmets and combat chemical warfare with vaccines produced in days to counter new threats. This book summarizes emerging developments in robotics, "brillant" munitions, medical support, laser sensors, biotechnolgy, novel materials, and other key areas. Taking into account reliability, deployability, and other values that all military systems will need, the volume identifies new systems and emerging technologies that offer the greatest payoff for the Army. The volume addresses a host of important military issues, including the importance of mobile, rapidly deployable forces, the changing role of the helicopter, and how commercial technology may help the Army stay ahead of potential opponents. This book offers a multidisciplinary analysis of emerging technologies and their impact on the new international security environment across three levels of analysis. While recent technological developments, such as Artificial Intelligence (AI), robotics and automation, have the potential to transform international relations in positive ways, they also pose challenges to peace and security and raise new ethical, legal and political questions about the use of power and the role of humans in war and conflict. This book makes a contribution to these debates by considering emerging technologies across three levels of analysis: (1) the international system (systemic level) including the balance of power; (2) the state and its role in international affairs and how these technologies are redefining and challenging the state’s traditional roles; and (3) the relationship between the state and society, including how these technologies affect individuals and non-state actors. This provides specific insights at each of these levels and generates a better understanding of the connections between the international and the local when it comes to technological advance across time and space The chapters examine the implications of these technologies for the balance of power, examining the strategies of the US, Russia, and China to harness AI, robotics and automation (and how their militaries and private corporations are responding); how smaller and less powerful states and non-state actors are adjusting; the political, ethical and legal implications of AI and automation; what these technologies mean for how war and power is understood and utilized in the 21st century; and how these technologies diffuse power away from the state to society, individuals and non-state actors. This volume will be of much interest to students of international security, science and technology studies, law, philosophy, and international relations.

This book develops new theoretical perspectives on the economics and politics of innovation and knowledge in order to capture new trends in modern capitalism. It shows how giant corporations establish themselves as intellectual monopolies and how each of them builds and controls its own corporate innovation system. It presents an analysis of a new form of production where Google, Amazon, Facebook, Apple and Microsoft, and their counterparts in China, extract value and appropriate intellectual rents through privileged access to AI algorithms trained by data from organizations and individuals all around the world. These companies’ specific form of production and rent-seeking takes place at the global level and challenges national governments trying to regulate intellectual monopolies and attempting to build stronger national innovation systems. It is within this context that the authors provide new insights on the complex interplay between corporate and national innovation systems by looking at the US-China conflict, understood as a struggle for global technological supremacy. The book ends with alternative scenarios of global governance and advances policy recommendations as well as calls for social activism. This book will be of interest to students, academics and practitioners (both from national states and international organizations) and professionals working on innovation, digital capitalism and related topics.

The essays in this volume illustrate the difficult real world ethical questions and issues arising from accelerating technological change in the military and security domains, and place those challenges in the context of rapidly shifting geopolitical and strategic frameworks. Specific technologies such as autonomous robotic systems, unmanned aerial vehicles, cybersecurity and cyberconflict, and biotechnology are highlighted, but the essays are chosen so that the broader implications of fundamental systemic change are identified and addressed. Additionally, an important consideration with many of these technologies is that even if they are initially designed and intended for military or security applications, they inevitably spread to civil society, where their application may raise very different ethical questions around such core values as privacy, security from criminal behaviour, and state police power. Accordingly, this volume is of interest to students of military or security domains, as well as to those interested in technology and society, and the philosophy of technology.
