In November 2011, the Nordic Prime Ministers commissioned the Nordic Council of Ministers to launch a new cross sectoral initiative for green growth. The Prime Ministers’ commission was based on the report, The Nordic Region – leading in green growth, prepared by a Nordic working group for green growth. The Nordic countries should together utilise their position in terms of energy efficiency, development of sustainable energy, environmental awareness, innovation and research initiatives, and high international goals in the environmental and climate area. The aim is to work in areas in which the Nordic countries can build on and develop existing positions of strength, improve co-ordination between the Nordic countries, and take the lead in relation to the development in the European Union (EU). The Councils of Ministers are making tangible the working group’s eight recommendations for project activities, which have been granted a total of DKK 45 million in the period 2012–2014. The 2030 Agenda, adopted by the UN General Assembly in September 2015, outlines an ambitious and universal plan of action for people, planet and prosperity as it seeks to strengthen universal peace and freedom. This report presents national and Nordic action on Agenda 2030 with the aim to inform and support the Nordic Council of Ministers in formulating a new Nordic Sustainable Development Programme. All Nordic countries are engaged and strongly committed to implementing Agenda 2030 and there is a broad societal interest in joint Nordic action. The existing Nordic Strategy for Sustainable Development and several other key initiatives within Nordic cooperation already contribute to the goals of Agenda 2030. A new Nordic Sustainable Development Programme can build upon a strong foundation and add further value to the national and international work done by the Nordic countries.

In 2014 NCM initiated a new project: “Test centers for green energy solutions – Biorefineries and Business needs” to strengthen Nordic bioeconomy by identifying potentials, obstacles, needs and opportunities. This report has a focus on waste prevention through redistribution of food to low-income people via charity organisations. Food redistribution can go via national food banks and via direct redistribution, often on a local level. Food banks redistributed about 1,5 mill meals in 2013, and local charity organisations probably 2–3 times more. The regulatory framework for food redistribution is described and discussed. The demand of and potential for redistribution is probably much higher than at present, and the reports points out strategies and measures for how food banks can contribute to secure and further develop. The purpose of this study was to clear out how Green Public Procurement has been realized in state framework contracts in the Nordic countries, to propose country-specific ways to improve the situation, and to draw a general model of efficient ways to realize green state framework contracts. The study was carried through in 2014 and 2015 by Bjørn Bauer and Rikke Fischer-Bogason (PlanMiljø, Denmark), Luitzen de Boer and Sigurd Vildåsen (Norwegian University of Science and Technology), and Timo Kivistö (Kivistö Consulting, Finland). The study was supervised by the Working Group of Nordic Council of Ministers for Sustainable Consumption and Production (i.e. HKP-group). In addition to this Full Report, the project has also resulted in a short Summary Report and a power point presentation (slides), including the key findings and conclusions.

Future solutions for Nordic plastic recycling contains suggestions on how to collect and recycle more of the generated plastic waste from households and other MSW sources in the Nordic region. The solutions suggested are focused on providing higher availability to collection systems, to focus less on packaging and more on plastic, to have flexible sorting and recycling systems,and to pave the way for a well-functioning, transparent market for recycled plastics that absorbs the collected material. More extensive Nordic cooperation, both on a basis of knowledge exchange and on a practical level, is believed to favour Nordic plastic collection and recycling. The Nordic Food Redistribution Project investigates food waste reduction through the redistribution of surplus food. The project goal is to increase and improve redistribution activities from donors to food banks and charity organisations in order to enhance both environmental and social sustainability in the Nordic region. The phase II report proposes best practice models concerning legislation, organisation, quality assurance and registration of food. Report recommendations are addressed at redistribution and food-serving actors, donors and authorities and focus on how to improve the quality of redistributed food, how to enhance collaboration between the various actors as well as how to prioritize and secure funding for redistribution activities.
