The competition for inward investment among regions is intense, and the promotional agencies concerned are innovative in their competitive strategies. This book examines the new competition for inward investment and, in particular discusses the interconnections between localities that this creates. Two key dimensions of this are pursued, with examples from the EU, North America and the Far East. time-based competition and the increasing significance of repeat investment. Secondly, the contributors explore the local and national institutional dynamics of increasingly creative efforts to attract mobile investments. This EYIEL special issue examines the interaction between international investment law and competition law. Although issues related to both international investment law and competition law arise regularly in international legal practice and are examined together, scholarly analysis largely treats them as parallel universes. As a result their actual and potential overlap has yet to be sufficiently explored. In this light, International Investment Law and Competition Law discusses a variety of topics at the intersection of investment and competition, including the interaction between competition-related provisions and investment protection standards in free trade agreements; investors’ anti-competitive behaviour and illegal investments; state aid schemes and foreign investors’ legitimate expectations; EU member States’ compliance with investment awards as (illegal) state aid under EU law; State-owned enterprises and competitive neutrality; and interactions between public procurement, investment and competition law.

This book was first published in 2007. Most countries levy taxes on corporations, but the impact - and therefore the wisdom - of such taxes is highly controversial among economists. Does the burden of these taxes fall on wealthy shareowners, or is it passed along to those who work for, or buy the products of, corporations? Can a country with high corporate taxes remain competitive in the global economy? This book features research by leading economists and accountants that sheds light on these and related questions, including how taxes affect corporate dividend policy, stock market value, avoidance, and evasion. The studies promise to inform both future tax policy and regulatory policy, especially in light of the Sarbanes-Oxley Act and other actions by the Securities and Exchange Commission that are having profound effects on the market for tax planning and auditing in the wake of the well-publicized accounting scandals in Enron and WorldCom.

This book investigates how Europe should position itself in an era of growing Chinese-American rivalry. The volume explores the contemporary relationship and ongoing dynamics between three of the most powerful players in today’s international relations - the USA, China and Europe. It claims that the intensifying antagonism between Washington and Beijing requires a paradigm shift in European strategic thinking, and takes a trilateral perspective in analysing key issue areas, such as trade, technology, investment, climate change, the BRI, sub-national contacts, maritime security and nuclear non-proliferation. Using this analysis, the work seeks to offer original policy recommendations that respond to a number of dilemmas Europe can no longer avoid, including the trade-off between European interests and values in a harsher global environment, the question of whether Europe should align with one of the two superpowers, Europe’s military dependence on a US pivoting to the Asia-Pacific, and possible trade-offs between global and regional governance efforts. The key finding is that Europe must follow a much more pragmatic and independent approach to its foreign and security affairs. This book will be of much interest to students of EU policy, foreign policy, Chinese politics, US politics and IR in general.

This paper studies the macroeconomic effect and underlying firm-level transmission channels of a reduction in business entry costs. We provide novel evidence on the response of firms' entry, exit, and employment decisions. To do so, we use as a natural experiment a reform in Portugal that reduced entry time and costs. Using the staggered implementation of the policy across the Portuguese municipalities, we find that the reform increased local entry and employment by, respectively, 25% and 4.8% per year in its first four years of implementation. Moreover, around 60% of the increase in employment came from incumbent firms expanding their size, with most of the rise occurring among the most productive firms. Standard models of firm dynamics, which assume a constant elasticity of substitution, are inconsistent with the expansionary and heterogeneous response across incumbent firms. We show that in a model with heterogeneous firms and variable markups the most productive firms face a lower demand elasticity and expand their employment in response to increased entry.
