In 1966, American historic preservation was transformed by the passage of the National Historic Preservation Act, which created a National Register of Historic Places. Now comprising more than 1.4 million historic properties across the country, the National Register is the official federal list of places in the United States thought to be worthy of preservation. One of the fundamental principles of the National Register is that every property is evaluated according to a standard set of criteria that provide the framework for understanding why a property is significant in American history. The origins of these criteria are important because they provide the threshold for consideration by a broad range of federal preservation programs, from planning for continued adaptive use, to eligibility for grants, and inclusion in heritage tourism and educational programs. Published in 2010, this work provides an historic context for military training lands, written to satisfy a part of Section 110 of the National Historic Preservation Act (NHPA) of 1966 as amended. Cultural resources personnel at the installation level and their contractors will use this historic context to determine whether military training resources are eligible for the National Register of Historic Places (NRHP), and whether an adverse effect will take place. This overall project covered five types of military training: small arms ranges, large arms ranges, training villages and sites, bivouac areas, and large-scale operation areas. This document provides an historic context of small arms ranges on military training lands for the U.S. Army, U.S. Navy, U.S. Army Air Corps/U.S. Air Force, and the U.S. Marines, with a focus on the landscape outside the developed core of military installations. This work determined that that military training lands are significant enough in our nation's history to be surveyed for eligibility to the NRHP. However, training lands must be viewed as a whole; individual buildings on a training range are rarely eligible for the NRHP; buildings in their larger context (and the integrity of that larger context) are important. The purpose of this book is to recognize and highlight the contributions of African Americans to the military history of the United States. This is accomplished by providing a historic context on the African American military experience for use by Department of Defense (DoD) cultural resource managers. Managers can use this historic context, to recognize significant sites, buildings, and objects on DoD property related to African American military history by nominating them for inclusion in the National Register of Historic Places. In this manner, civilian and military personnel currently serving in all major services will be made aware of the contributions of African Americans to our military heritage. While the focus of this work is on all-black military units, significant individuals will be recognized also.
