This dissertation's objective is to assist the Air Force (AF) in making difficult yet necessary choices regarding its aging fleets in order to fulfill national security objectives at lowest cost. Costs related to maintenance are a key component to the AF's decision-making process. In general, AF fleets are aging. This motivates the AF to want accurate maintenance cost forecasts. Forecasts of its current fleets and future replacement fleets are necessary. This dissertation will use commercial airline data to help the AF make these difficult choices.

The U.S. Air Force is grappling with the challenge of aging fleets and the optimal time to replace them. This monograph examines commercial aviation data to draw inferences about aging aircraft that may be relevant to the Air Force. It focuses on "aging effects"-i.e., how aircraft maintenance costs change as aircraft grow older. Although commercial aircraft clearly differ from military aircraft, the aging-effect estimates might help the Air Force to project changing maintenance costs over time.

Publisher: Springer

Release: 2018-08-06
Genre: Technology & Engineering
ISBN: 3319701908

This book provides a state-of-the-art review of the fail-safe and damage tolerance approaches, allowing weight savings and increasing aircraft reliability and structural integrity. The application of the damage tolerance approach requires extensive know-how of the fatigue and fracture properties, corrosion strength, potential failure modes and non-destructive inspection techniques, particularly minimum detectable defect and inspection intervals. In parallel, engineering practice involving damage tolerance requires numerical techniques for stress analysis of cracked structures. These evolved from basic mode I evaluations using rough finite element approaches, to current 3D modeling based on energetic approaches as the VCCT, or simulation of joining processes. This book provides a concise introduction to this subject.

This is the first comprehensive book on Military Cost-Benefit Analysis and provides novel approaches to structuring cost-benefit and affordability analysis amidst an uncertain defense environment and cloudy fiscal prospects. Lifting the veil on military Cost-Benefit Analysis, this volume offers several new practical tools designed to guide defense investments (and divestments), combined with a selection of real-world applications. The widespread employment of Cost-Benefit Analysis offers a unique opportunity to transform legacy defense forces into efficient, effective, and accountable 21st century organizations. A synthesis of economics, statistics and decision theory, CBA is currently used in a wide range of defense applications in countries around the world: i) to shape national security strategy, ii) to set acquisition policy, and iii) to inform critical investments in people, equipment, infrastructure, services and supplies. As sovereign debt challenges squeeze national budgets, and emerging threats disrupt traditional notions of security, this volume offers valuable tools to navigate the political landscape, meet calls for fiscal accountability, and boost the effectiveness of defense investments to help guarantee future peace and stability. A valuable resource for scholars, practitioners, novices and experts, this book offers a comprehensive overview of Military Cost-Benefit Analysis and will appeal to anyone interested or involved in improving national security, and will also be of general interest to those responsible for major government programs, projects or policies.

Optimal Inspection Models with Their Applications

Genre: Technology & Engineering
ISBN: 3031220218

This book surveys recent applications of inspection models, maintenance models and cumulative damage models, as well as discusses the policies involved with these models. It explains how a stochastic approach can be applied to systems using real-world examples. The book begins by introducing and summarizing standard inspection models. It dedicates chapters to random inspection models and general inspection models, before moving on to discuss inspection policies and checkpoint models. The book discusses inspection of reliability systems, such as missile maintenance systems, as well as Markov models of inspection. The book concludes with a summary of other inspection models, problems they face, and solutions to these problems. Each chapter utilizes examples to illustrate the various models, methods, and policies. This book is of interest to engineering students, researchers, and design and production engineers working in system manufacturing.
