Excerpt from Ground Rents in Philadelphia Mand has been constantly met. That the result thus obtained is a valuable one for the individual and the community is conceded. It is far better for the com munity when the family, which is the unit of the State, owns its hearth-stone, or at least can be the quasi-owner of an undivided house, at a moderate rent. This conclu sion is more especially true as applied to the poorer classes. Flats or apartments renting from one to six thousand a year, since they confer all the luxuries and comforts and almost the privacy of separate houses, need not be considered here; but the lower down one goes in the scale of rents, the nearer do these flats shade off into tenement houses, with their objectionable features. In Philadelphia, however, neither the tenement house for the poor nor the flat for the rich has taken root. Each is equally rare in the Quaker city.
