The legality of preemptive strikes is one of the most controversial questions of contemporary international law. At the core of this controversy stands the temporal dimension of self-defence: when and for how long can a state defend itself against an armed attack? Can it resort to armed force before such an attack occurs? Is anticipatory action covered by the rules of self-defence or should it be treated as a different concept? This book examines whether anticipatory action in self-defence is part of customary international law and, if so, under what conditions. The pre-Charter concept of anticipatory action is demarcated and then assessed against post-Charter state practice. Several instances of self-defence – both anticipatory and remedial – are examined to elucidate the rules governing the temporal dimension of the right. The Six-Day War (1967), the Israeli bombing of an Iraqi reactor (1981), the US invasion of Iraq (2003) and other instances of state practice are given thorough attention.

The works collected in this volume form the true foundation of Western philosophy—the base upon which Plato and Aristotle and their successors would eventually build. Yet the importance of the Pre-Socratics thinkers lies less in their influence—great though that was—than in their astonishing intellectual ambition and imaginative reach. Zeno's dizzying 'proofs' that motion is impossible; the extraordinary atomic theories of Democritus; the haunting and enigmatic epigrams of Heraclitus; and the maxims of Alcmaeon: fragmentary as they often are, the thoughts of these philosophers seem strikingly modern in their concern to forge a truly scientific vocabulary and way of reasoning. For more than seventy years, Penguin has been the leading publisher of classic literature in the English-speaking world. With more than 1,700 titles, Penguin Classics represents a global bookshelf of the best works throughout history and across genres and disciplines. Readers trust the series to provide authoritative texts enhanced by introductions and notes by distinguished scholars and contemporary authors, as well as up-to-date translations by award-winning translators.

What Do We Know about War? reviews the causes of war and the conditions of peace. Drawing analyses from the thirty-five year history of this discipline, leading researchers explore the roles played by alliances, territory, arms races, interstate rivalries, capability, and crisis bargaining in increasing the probability of war. They emphasize international norms and the recent finding that democratic states do not fight each other as factors that promote peace. This book offers an accessible and up-to-date overview of current knowledge and an agenda for future research.
