Where is the power? Students of politics have pondered this question and social scientists have scrutinized formal political institutions and the distribution of power among agencies of the government and the state. But we still lack a rich bank of data measuring the power of specific governmental agencies, particularly national legislatures. This book assesses the strength of the national legislature of every country in the world with a population of at least a half-million inhabitants. The Legislative Powers Survey (LPS), is a list of 32 items that gauges the legislature's sway over the executive, its institutional autonomy, its authority in specific areas, and its institutional capacity. Data were generated by means of a vast international survey of experts, extensive study of secondary sources, and painstaking analysis of constitutions and other relevant documents. Individual country chapters provide answers to each of the 32 survey items, supplemented by expert commentary and relevant excerpts from constitutions.

Despite the importance of second chambers to the success of constitutional democracies around the world, today many fundamental questions about bicameralism remain understudied and undertheorized. What makes bicameral reform so difficult? Why choose bicameralism over unicameralism? What are the constitutional values of bicameralism? This innovative book addresses these questions and many more from comparative, doctrinal, empirical, historical and theoretical perspectives.

The study of political institutions is among the founding pillars of political science. With the rise of the 'new institutionalism', the study of institutions has returned to its place in the sun. This volume provides a comprehensive survey of where we are in the study of political institutions, covering both the traditional concerns of political science with constitutions, federalism and bureaucracy and more recent interest in theory and the constructed nature of institutions. The Oxford Handbook of Political Institutions draws together a galaxy of distinguished contributors drawn from leading universities across the world. Authoritative reviews of the literature and assessments of future research directions will help to set the research agenda for the next decade.

Irina Khmelko, Frederick Stapenhurst, and Michael L. Mezey have assembled an authoritative guide to the declining institutional capacities of legislatures around the world. Case studies represent a diverse sample of countries, ranging from newer democracies emerging from the post-communist world to more established but at times fragile democracies in Asia. Although largely focused on newer democratic systems, readers will be able to identify key factors that explain the general global trend toward the empowerment of executives at the expense of national legislatures. The cases, although different from one another, identify several factors that have explained the erosion of legislative power, including historical legacies, institutional design, economic factors, external factors, political polarization, personalization of politics, and the rise of populism. Original data and the presentation of testable theoretical propositions about the growing imbalance between executives and national legislatures moves the field in a promising new direction. Legislative Decline in the 21st Century will be of interest to students and scholars of Legislative Studies and Comparative Politics. Lessons drawn from these case studies will allow policy makers to explore new solutions that can lead to the improved quality of democracy in countries around the world.

This book explores the similarities and differences among national election systems around the globe and sheds light on how election systems are susceptible to gerrymandering, which is the process by which an incumbent or a political party attempts to manipulate the boundaries of electoral districts for their own advantage. Presenting research showing that some of the worst electoral-system manipulation occurs in the oldest established democracies, the book explores how nations have modified the form of government to meet local conditions and how democracy is threatened by gerrymandering.

This comprehensive book analyses the development of the legislatures in the Iberian countries over the past 40 years, since democracy was introduced, to comparatively understand their role in these political systems and in sustaining their democratic systems. Sharing many historical developments and institutional characteristics, Spain and Portugal also present crucial differences, notably Spain’s pure parliamentary system, a King as Head of State and a quasi-federal structure, and Portugal’s semi-presidential democracy. Starting with a historical and institutional contextualization of these two legislatures, the book examines the most important organizational and behavioural features of legislative life in Iberian legislatures in a comparative perspective. It also shows how new legislatures develop resilience capacity to support lasting democratic systems as fully fledged institutionalized bodies. This book will be of key interest to scholars and students of Spain and Portugal, legislative politics and parliamentarianism, and more broadly to European politics and comparative politics, journalists and practitioners.
