Excerpt from The Growth of Europe This book attempts to show how the surface features of Europe are the result of remarkable and comparatively recent changes, in which the wearing away of the rocks and the deposi tion of continental waste have played a far smaller part than the actual upheaval and depression of the land. These surface-features are intimately related to the movements of man across them; and it is hoped that the 'traveller in familiar parts of Europe, whether a lover of scenery or a student of historical foundations, will find something of interest in these pages. The descriptive chapters may recall landscapes that have been keenly enjoyed from mountain footpaths, or from the long white highways on which imperial towns are strung like gems. The change ful sway of the earth itself, the dominance now of a great sea, and now of an uprising and unstable mountain-chain, cannot fail to prove impressive, when we read even the latest story of European lands. Excerpt from History of Europe Rome and Athens, so far from being weakened, were im measurably strengthened by their colonies those flourish ing settlements which surrounded the Mediterranean Sea were the brilliant girdle which, as much as the arms of the Legions, contributed to the strength of the Empire and England would never have emerged victorious from her immortal conflict for European freedom, if she had not found in her colonial trade the means of maintaining the contest, when shut out from the markets of the Con tinent-al states. If it were permitted to follow fanciful analogies between the body politic and the human frame, it would be safer to say that the prolific parent of many colonies is like the happy mother of a numerous offspring, who exhibits, even in mature years, no symptoms of decline, and preserves the freshness and charms of youth for a much longer period than she who has never under gone the healthful labours of parturition. Excerpt from The Historical Development of Modern Europe: From the Congress of Vienna to the Present Time, 1815-1897 In another particular does the plan of the work call for an explanation. I have tried to present the subject with a dis tinct regard for the continuous development of the life and thought of Europe, to study those movements that have made for progress rather than to describe events in detail, or to pre sent all subj ects with historical completeness. Therefore I have given but little space to the detail of the Austrian administra tion and policy, and one entire chapter to the growth of po litical experience and education in Italy. This movement in Italy deserves prominence, not only because of its importance in the struggle for Italian independence and unity, but also because it stands as a type of the educational development of all the people of central Europe. I have treated the revolutions in Greece and Belgium chicfly in connection with the diplo matic history of Europe, and have said little, except incident ally, of internal events in Spain, Portugal, Switzerland, and Sweden, for, however interesting. And important these events are in themselves, they had little part in bringing about the great changes in political thought and organisation that have characterised the last sixty years. Excerpt from The Decadence of Europe: The Paths of Reconstruction This book is primarily an act of moral sincerity. For several years, both in foreign politics and in international relationships, the greatest violence has reigned and the greatest disorder holds sway. The victorious nations are extolling the very thing they once execrated. They are committing acts more cruel and more insane than those which, during the war, they declared to be the object of the enemy. One thing alone is changed: the grasping of monopolies, the acts of violence, the follies and the crimes are being committed in the name of victorious democracy. Meanwhile the whole of Europe is in a state of decadence. It has ceased to be the continent which once controlled the production and the trade of the world it has seen the decline of its vast expansion and the pride of its intellectual life. Excerpt from The Reconstruction of Europe With the reaction particularism, or insistence on the prerogatives of the individual states as opposed to general interests, as was to be expected, again asserted itself in force. Even to refer to a unified Germany was accepted as a proof of an ill-affected mind. In lieu of this the dogma that all German history pointed to the development of the different races was proclaimed in all the dialects of the father land. Even the military convention entered into by some of the minor states with Prussia came to be regarded as a contravention of the constitution of the Confederation. Of all the creations of the revolutionary years, one only was now extant, namely, the so-called national fleet of nineteen small vessels. The Danish war had Shown the necessity for a strong German fleet. But who was to be its owner? After interminable disputes between Prussia, Austria, and the second-rate states, the Confederate diet finally, on April 2, 1852, decreed the dissolution of the German fleet. On the motion of the Oldenburg state-councillor, Hannibal Fischer, the ownerless national navy was brought to the hammer, Prussia becoming the purchaser of its most available vessels. This was the act by which the Con federate diet, amid the derisive laughter of all Germany, celebrated its rehabilitation. Excerpt from Four Centuries After: Or How I Discovered Europe At first I thought of announcing: I am a genius! Ihave disguised the fact as long as I can I now plead guilty, and trust to the clemency of the generous and forbearing world! But I am not quite sure, of my identity - my knowledge of zoology being meagre, I am not positive that I could identify a genius; so. I will defer such a bold announcement. Now that I have the floor, and the public's ear (which ear, by the way, I agree not to convert into a purse), I will further anticipate. Excerpt from Social Progress in Contemporary Europe In this little volume an attempt has been made to gather up and to explain with succinctness those aspects of European social development since the later eighteenth century which by common acceptation seem to possess enduring significance. The subject is as limitless as it is inviting, and in the present survey of it many things of substantial importance have, of necessity, been passed with the barest allusion, or, at the most, with an exposition which is not more than introductory. Not a few topics of interest, I am well aware, have failed so much as to be mentioned. Effort has been made, however, to lay emphasis upon fundamentals and to make clear at least some of the principal developments by which, within the past hundred and twenty-five years, the state of European society has been made what it now is. The reader who may desire to pursue further any of the subjects here touched upon is referred to a selected bibliography which appears at the close. In the chapters which are concerned with the growth of popular political institutions I have utilized a number of passages from a forthcoming volume entitled The Governments of Europe.
