Excerpt from The Government of England, National, Local, and Imperial I have attempted to describe the English government as it is without distracting the reader with a long account of how it came to be what it is. Moreover, I have avoided the common habit of first describing the government as it is supposed to be in theory and then following this with an equally detailed account explaining that it is not really this, but something very different. The reader will observe too that I have all along kept in mind the resemblances and contrasts between the government of England and that of our own country, not only because of the interest in such a parallel, but because of the practical lessons which it supplies. I hope that the book may find a serviceable place in college classes where the time at command, as is frequently the case, is too limited for an extended treatment of so large a subject as the British government. The general reader desiring a brief, untechnical account of the British government will also doubtless find it a convenient handbook. Excerpt from Local Government in England, Vol. 1 of 2 English Constitution secures him a lasting monument in the German school of political science; though his exposition of the modern English State is proved erroneous in many and important points, though his theory of Self Government is shown to be one great mistake, though his. Influence on German constitutional doctrine and law appears to have been rather unfavourable to their progressive development. Gneist's theories, which are expounded and criticised in the third and last part of this book, must be regarded as fruit on the tree of the politico-metaphysical speculation of Hegel and Lorenz von Stein; and not less as the consequence of a certain doctrinairism, which is peculiar to Gneist in common With the Whole famous historical school of the German science of law to which he belongs. It is the aim and purpose of the following pages to give, in contradiction to those methods, a realistic view of the evolution of English local government generally, and especially of its modern structure in law and practice. Despite efforts to attain a more balanced approach, Western historians have largely interpreted China's modern period in terms of China's 'response to the West.' This book, by a scholar who is neither Chinese nor Western, goes far to set the balance right. Min Tu-ki, Korea's leading Sinologist, shows how China's own internal agenda has conditioned Chinese political life during the transition to modernity.

Excerpt from Caesar's Civil War With Pompeius Most historical parallels are deceptive, but none the less I many may be instructive. Among the latter is that fre quently drawn by an English reader between the Roman and the British Empires. Many problems of government have doubtless been common to the two. The administration of backward races, the reform of decayed monarchies, the adjust ment of local autonomy and national character with effective imperial control, the relations of the circumference with the centre, and the due subordination of great governors to the home government that appoints them these and many more than these have alike presented themselves to the Roman and to the British politician, and have compelled from both their several efforts at solution. In both cases an empire has been built up by a great military and commercial people, endowed by Nature with a rare genius for the government both of themselves and of others, and in each case the value and the endurance of that empire is determined by the moral qualities that underlie its rule. Beyond such general princi ples, the parallel perhaps ceases to be fruitful. The world dominion of the Roman was achieved by the steady expansion of a virile people, living under the freest Of democratic insti tutions, who first extended the hegemony of their city-state on the Tiber over their kinsmen in the Campagna and Latium, then over the whole Italian peninsula, and then, in wave after wave of conquest, over the entire basin and hinterland of the Mediterranean.
