This report presents the results from a set of foresights into global technology trends and their implications for the world in the year 2020. Areas of particular importance include biotechnology, nanotechnology, materials technology, and information technology. A sample of 29 countries across the spectrum of scientific advancement (low to high) was assessed with respect to the countries' ability to acquire and implement 16 key technology applications (e.g., cheap solar energy, rural wireless communications, genetically modified crops). The study's major conclusions include the following: Scientifically advanced countries, such as the United States, Germany, and Japan, will be able to implement all key technologies assessed; Countries that are not scientifically advanced will have to develop significant capacity and motivation before barriers to technology implementation can be overcome; and Public policy issues in certain areas will engender public debate and strongly influence technology implementation. Many technology trends and applications have substantial momentum behind them and will be the focus of continued research and development, consideration, market forces, and debate. These technologies will be applied in some guise or other, and the effects could be dramatic, including significant improvements in human life span, reshuffling of wealth, cultural amalgamation or innovation, and reduced privacy.

In 2007, the Tianjin Binhai New Area (TBNA) and one of its administrative zones, the Tianjin Economic-Technological Development Area (TEDA), in northeast China commissioned the RAND Corporation to perform a technology-foresight study to help them develop and implement a strategic vision and plan for economic growth through technological innovation. The principal objectives were to identify the most-promising emerging technology applications for TBNA and TEDA to pursue as part of their plan for growth, to analyze the drivers and barriers they would face in each case, and to recommend action plans for each technology application (TA). Seven TAs should form a pivotal part of TBNA's comprehensive strategic plan: cheap solar energy; advanced mobile communications and radio-frequency identification; rapid bioassays; membranes, filters, and catalysts for water purification; molecular-scale drug design, development, and delivery; electric and hybrid vehicles; and green manufacturing. The specific action plans can be integrated into an overarching strategic plan that rests on three legs: building a state-of-the-art R & D program; updating and expanding TBNA and TEDA's manufacturing base; and positioning TBNA and TEDA for the global marketplace. The plan offers TBNA a wealth of opportunities that will position it for the future development it envisions, and each TA emerges from one or more of TEDA's current pillar industries, making for a fluid transition that builds on existing strengths.

Just think: the last combat aircraft designed by the 74-year old HAL (Hindustan Aeronautics Ltd) with its expansive infrastructure was in the 1950s – and it was an excellent aircraft. Thirty years later an ad-hoc, interim institution called ADA (Aeronautics Development Agency) was set to design the LCA (Light Combat Aircraft) under the DRDO management. Thirty years later the aircraft has yet to enter service although the Indian Air Force has ordered 40 aircraft knowing they do not meet the qualitative requirements set in the early 1980s, leave alone the 21st century! Even the primary trainer for rookie pilots has just begun to be imported. Obviously something is wrong for a long time; and obviously it is a systemic problem. The reader is left to form his judgment and what appears an obvious solution. The Air Force is the most concerned stakeholder in the quality and quantity of military aircraft; but it seems to have been left on the sidelines in the process of to be criticised as being against indigenisation. We recognise that India is way behind the developed countries — and China now, in design and development of military aviation. We don’t have to go far to find the way ahead. Ninety-five percent of the Indian Navy’s warships and submarines are designed and manufactured in the country (tough many systems inside, like its missiles, may be acquired from the best in the world). The reason is starkly so simple that South Block itself does not notice it! Naval Head Quarters contain within its organisation under the leadership and the Chief of Naval Staff, the Directorate of Naval Design as well as the Controller of Warship Production besides the other supporting organisations like WESEE etc. Hence when the indigenous INS Delhi sailed out in the 1990s, the international community began to look at Indian Navy with new respect. The International Assessment of Agricultural Knowledge, Science, and Technology for Development (IAASTD) looks realistically at how we could effectively use agriculture/AKST to help us meet development and sustainability goals. An unprecedented three-year collaborative effort, the IAASTD involved more than 400 authors in 110 countries and cost more than $11 million.
