EDITORS This introduction to the International Handbook of Educational Lead ership and Administration describes some of the motivation for devel oping the book and several assumptions on which is based much of the work represented in its 31 chapters. A synopsis of the contents of those chapters is also provided. SOME KEY ASSUMPTIONS It is sometimes suggested that the search for an adequate understanding of leadership is doomed to fail. After all, there is little evidence of agreement about the concept in spite of prodigious efforts dating back hundreds if not thousands of years. Such a view is captured, for exam ple, in Bennis' observation that: Of all the hazy and confounding areas in social psychology, leadership theory undoubtedly contends for top nomination. Probably more has been written and less is known about lead ership than any other topic in the behavioural sciences. (1959, page 259) We do not find this state of affairs discouraging (nor entirely accurate) and, of course, it did not prevent Bennis from proceeding either. One reason for our desire to continue in the face of such discouraging words is that a great deal of leadership research aspires to develop a general theory, a theory which applies to all or most domains of organized human activity. This aspiration inevitably produces decontextualized and, therefore, abstract categories of practice. Howard Gardner's (1995) depiction of leadership as story telling is a case in point.

Knowledge and learning are becoming increasingly central to work and everyday life at the close of the 20th century. This document examines the potential for creating a new match between the demand for and the supply of new forms of learning. It draws on a range of recent Centre for Educational Research and Innovation (CERI) work and summarizes the perspectives that emerged from the CERI conference, "Learning Beyond Schooling: New Forms of Supply and New Demands," held in Paris in December 1994. Chapter 1 looks at new demands for learning and new forms of supply, considering how they might be better matched. Chapter 2 looks more specifically at aspects of the new "learning infrastructure" that might enhance learning opportunities. The third chapter examines a number of policy issues, including the question of how responsibilities should be divided between public and private actors. The report concludes that it is not inevitable that new learning opportunities develop in ways that best match demand. Governments in partnership, particularly with the private sector, will need to play an important role in creating a sound infrastructure for learning, although they may not always be directly involved as suppliers. Conclusions for policymakers to consider include: (1) learning in the 21st century will become an essential part of everyday human activity; (2) access to learning in the 21st century must strive for universality; (3) learning technologies in the 21st century must actively support respond flexibly to learner needs; (4) learning suppliers in the 21st century must adapt their ways; (5) governments in the 21st century must actively support the learning infrastructure, but not expect to control the agenda; and (6) learning in the 21st century will need to be a collaborative enterprise. Appendices contain descriptions of three CERI studies and the conference program. (LMI)

'Toward a Better Future' provides a comprehensive analysis of education development in Singapore since 1965, giving particular attention to the strategic management that has enabled Singapore to transform its education and training system from one similar to that of many Sub-Saharan African countries four decades ago into one of the world's best-performing systems. It is one of a pair of concurrently-published books presenting materials originally developed for a 2006 study tour to Singapore and Vietnam for senior education officials from Cameroon, Ethiopia, Ghana, Lesotho, Madagascar, and Mozambique. The second book, 'An African Exploration of the East Asian Education Experience', presents five country studies, as well as regional, comparative analyses highlighting insights gained during the study tour and putting them in the context of Sub-Saharan Africa. Together, the two books aim to foster knowledge exchange between Sub-Saharan African and East Asian countries on good practices in the design and implementation of education policies and programs. By facilitating the cross-country fertilization of ideas between two regions with relatively limited contact in the past, these books fi ll a clear gap in the current literature on development practice in education.

The historical literature about postsecondary education in British Columbia, as in many jurisdictions, is fragmented, paying unequal attention to public colleges and universities, vocational colleges, apprenticeship, continuing education, and private institutions. Robert Cowin synthesizes these pieces, providing a comprehensive overview of the emergence and evolution of the provincial postsecondary system. He then defines three distinct theoretical lenses – social justice, human capital formation, and marketization – and applies each in turn to an analysis of five significant transitions. This dynamic systems approach, in which Cowin examines interactions across sectors, allows him to delineate the cumulative and complementary ways in which sectors have affected one another. Postsecondary Education in British Columbia provides a thoughtful critical analysis of the role of social justice, human capital, and the market in the development of the institutional arrangements – the distribution of institutions by size, mission, type, and location – and policies that have shaped contemporary education in the province.

"This book is the outcome of a National Science Foundation study entitled: 'Paradigm Shifts in Engineering Education: The Influence of Technology,' SED-9253002. The overall objective of this study was to forecast which of the various possible futures in engineering education were most promising to pursue. The first part of the book contains a series of critical review papers that survey the state-of-the-art in various aspects of engineering education and attempts to look at the future to determine directions for future directions for engineering education. The second part of the book contains data and summaries from meetings held by focus groups convened to discuss possible alternative forecasts." -From the Editor's Note
