This paper traces the development of a worldwide effort to establish aviation requirements for CNS(Communication Navigation and Surveillance) systems for the future, with special emphasis on satellite technologies. Beginning with the air traffic services modernization satellite technologies. Beginning with the air traffic services modernization efforts underway in several countries, the paper reports on the evolution of the ICAO Future Air Navigation Systems (FANS) Committee, the U.S. Radio Technical Commission for Aeronautics effort to support the development of a U.S. view and the realities which must be faced in considering the definition of new systems and new approaches. The paper describes the activities of FANS to date, the approach being taken to achieve a worldwide minimum satellite communications system standard, and efforts to achieve agreement on automatic dependent surveillance.
