This instruction sets the policy for management of first sergeants and implements AFPD 36-21, Utilization and Classification of Air Force Military Personnel. It applies to all Air Force personnel. This instruction is applicable to RegAF, Air National Guard (ANG) and the Air Force Reserve (AFR). However, selected sections of this publication apply to only specific components as indicated.
