This report presents a summary of major activities and initiatives undertaken in Fiscal Year 1991 by the United States Fire Administration as the focal point for Federal fire activities. As required by P.L. 93-498, the report summarizes all measures taken to implement and carry out the Federal Fire Prevention and Control Act. The Fire Administration realized significant organizational changes during Fiscal Year 1991. A major realignment placed the National Fire Academy, the Education Technology Division, and the Operation and Support Division within the Fire Administration, greatly expanding both our responsibilities and capabilities. In this first year of realignment, administrative and organizational adjustments were made as needed. Fiscal Year 1991 was a year of change, a year of growth. We expanded our resources, we enhanced our capabilities. As a result, the United States Fire Administration represents a stronger, more cohesive force in the continuing battle to achieve fire safety in America.
