My name is Nawaal Ahmed. I was born in Somalia in 1877. As a Muslim girl, my destiny seemed set in stone. When I was 19, on the eve of my wedding day, the Vampire Saleh seduced and abducted me. He turned me into one of the undead. After killing him, I wandered the world for over a century, and eventually made my way to Ottawa, Ontario. Killing is both fun and addictive, other vampires fear the Holy Warriors who hunt us but I don't. I am eternal. Yet my loneliness is constant. Until I meet Bethlehem, a tall, gorgeous college sportswoman. If I breathed, she'd take my breath away. I'm not used to feelings such as these. With my enemies closing in and my sweetheart on the line, what shall I do ?

In 1915, as a disaffected young Muslim man wandering the streets of Mogadishu, Somalia, Malik Suleiman is seduced by Azizah Alzahrani. The tall and gorgeous, decidedly mysterious Saudi Arabian woman later turns out to be a centuries-old Vampire queen. Azizah subsequently transforms Malik into one of the Undead. A century later, Malik is a Peacekeeper in Toronto, Ontario, tasked with keeping the existence of Vampires secret from the mortal world. Azizah Alzahrani storms into town, and apparently breaks all the rules. The Supreme Council of the Vampire community marks her for death. Malik must deal with her. Azizah is the only woman Malik has ever truly loved. The darkest Champion of Law and Order finds himself truly tempted for the first time. Will Malik do his duty and kill Azizah or follow his heart ?

Winner of the 2021 Lee Ann Fujii Book Award, International Studies Association The positive effects of rule of law norms and institutions are often assumed in the fields of global governance and international development, with empirical work focusing more on the challenges of using law to engineer social change abroad. Questioning this assumption, the book contends that purportedly “good” rule of law standards do not always deliver benign benefits but rather often have negative consequences that harm the very local constituents which rule of law promoters promise to help. In particular, the book argues that rule of law promotion in post-colonial societies reinforces socioeconomic and political inequality which disproportionately favors dominant actors who have the wealth, education, and influence to navigate the state legal system. In addition to an historical account of legal development in settler-colonial environments, this argument is also drawn from a comparative study which focuses on the UK-supported justice sector development programs in Sierra Leone and the US-funded rule of law projects in Liberia.
