Nowadays, a large number of rural villages exist in Chinese major cities such as Beijing and Guangzhou. Called Chengzhongcun (urban village), they are regarded as Chinese slums, which has been an obstacle to the urban development in China. The current method--the demolition-redevelopment method that is employed by the government to resolve the issues of Chengzhongcun--is unsustainable. This thesis explores the employment of a kind of new method, green community design methods, in resolving the issues of Chengzhongcun. Based on literature reviews about Chengzhongcun and green community design methods, three case studies, and a site visit, this thesis develops a redevelopment scenario for a typical Chinese Chengzhongcun, Huashiying Village in Beijing, to resolve its issues in the aspect of environment. The results suggest that green community design methods could be an effective way to redevelop Chinese urban villages and are much better than the current redevelopment method that is employed by the government.

However, with tight land supply from expropriating new farmland, redeveloping urban villages at central urban area would be full of potential. Basically, an urban village is the byproduct of rapid urbanization, with collective-owned non-agricultural use land surrounded by a state-owned urban area. Because of the particular land ownership structure in urban villages, conventional urban redevelopment methods are not suitable for the redevelopment of urban villages, public-private partnerships had been introduced into urban redevelopment to integrate the power and resources of private sector into the process of urban redevelopment with a legal contract, to form a collaboration between public and private sections, and to share the profits and benefits. A study on such partnerships in the redevelopment of urban villages could be instructive and enlightening for the future redevelopment of rural non-agricultural land in China. The major aim of the research is to discover the conditions under which partnerships for the redevelopment of urban villages could be established in China. The redevelopment of three urban villages in Shenzhen, namely the villages of Yunong, Gangxia and Huanggang, were thoroughly studied. A research framework has been established by examining the power relations of such partnerships and has been tailored to the scenario of redevelopment of urban village in China. The partnership synergy between local government, urban village communities and private developers, and role conflicts of each participants have been analyzed by considering the impact factors inherent in the institutional context of municipal government and the cultural context of urban villages in Shenzhen. These factors affect the composition, the process and the outcome of partnership in redevelopment of urban villages. The study found that because institutional support and land resource are exclusively and irreplaceably provided by the local government and the urban village, local government with systematic power is the primary partner who influences the partnership in redevelopment of urban villages the most. The local government arranges and executes the redevelopment timetable, decides the objective of redevelopment and devises rules of redistributing redevelopment profits. Under some conditions like better location, larger size and well-organization and efficient leadership, the secondary dominator namely village community becomes more important on the power balance of partnership. Private developer has no unique advantage in the partnership and could only be the follower of other two partners. Case studies from different cities with diversified institutional and cultural context are expected to be included into the future research areas. This book follows the citizenship-based approach and interrogates the policies on urban village redevelopment from a perspective of social exclusion and inclusion. It focuses on two questions: how policy makers and urban villagers understand social inclusion differently, and what makes a difference in enhancing social inclusion. Firstly, an examination of citizenship conceptions, as reflected in the Chinese traditional discourses, provides the basis for questioning the political rhetoric of social inclusion in China. Abstract: The Study on Urban-village Reformation 1 Abstract Urban-village is a specific phenomenon raised in China with the high speed urbanization process recent decades. The issues generated by urban-village have influenced the political, economic and social aspects of the whole city. To completely solve the urban-village problem a great deal efforts should be done including urban design aspect. The study will focus on researching the appropriate reformation approach to Gangsha village, a typical urban-village in Shenzhen city, and introducing solution addressing urban design issues. The study comprises four chapters to illustrate the contents from urban design issues study to the proposed design solution. The first chapter mainly discusses the background information, urban design issues and study methodology. Gangsha village was formerly a pure rural village before 1980''s, and with the promotion of urbanization process became a typical urban-village after 1990. The physical environment was poor inside the village, such as irrational land use distribution, inharmonic building form and insufficient infrastructure system. For the larger contextual area, different urban fabric, low permeability and different building form make Gangsha village isolated from the surrounding area. Thus the objectives of the study are to change the opposite situation between the village and contextual area and to improve the physical environment and make the living more convenient in the village. If the objectives are realized, Gangsha village will become into a necessary portion of the whole district and the living environment will be more lovely and delightful. To fully integrate Gangsha village and surrounding area, the knowledge of general background and information of Central District, where Gangsha village is located, is necessary. As the heart of the Shenzhen, the Central District will be built a modern and international district representing the new city image. At the same time the best environment for various activities will be provided inside. The structure plan and land use distribution will do some impacts to the reformation project of Gangsha village. Then in the third chapter, the study focuses on researching urban-village reformation modes. Entire redevelopment mode, synthetic renovation and controlling mode are the three main reformation approaches. At the same time each reformation mode refers three dominating parties, the government, the developer and the village collectivity (including the original villagers). Thus there are totally nine approaches to urban-village reformation. Through analyzing two reformed urban-village, the synthetic renovation plus the government dominating mode could be recommendable to Gangsha village reformation. In November 2018, National Academy of Sciences (NAS) President Marcia McNutt visited China for the first time in her official role. As part of this visit, the National Academies of Sciences, Engineering, and Medicine's Science and Technology for Sustainability (STS) program and the Chinese Academy of Sciences organized a one-day workshop relating to urban sustainability in Beijing. The goal of the visit was to begin to explore some areas where the U.S. National Academies and the Chinese Academy might develop collaboration. At the same time, the trip provided an opportunity to develop links to other parts of the science and technology community in China. To further elucidate some of these issues and build upon current partnerships, an expert committee under the STS program, in collaboration with the Chinese Academy of Sciences, organized a one-day public workshop on urban sustainability in China and the United States, held on December 16, 2019. The workshop focused on the intersection of urban climate change mitigation and adaptation, urban health, and sustainable transportation, including green infrastructure and urban flooding in both countries.
