This paper analyzes the evolution of gender differences in school attendance and attainment in Latin America and the Caribbean, for both adults who left the educational system and children in school. For individuals 21 years old and above the paper uses a cohort analysis of school attainment. The results indicate that the schooling gap has closed for the cohort born at the end of the 1960s. Since then, the gap has reversed such that within the cohort born in 1980, females have, on average, 1/4 of a schooling year more than males. During the four decades of birth cohorts of our analysis (1940-1980) the gender gap in attainment has moved in favor of females at a pace of 0.27 years of schooling per decade. A decomposition exercise suggests that the changes in the schooling gap are mainly explained by the educational attainment of females at the higher levels, rather than improvements in the early years of education. An analysis of attendance and attainment among girls and boys between 6 and 18, for Bolivia, Guatemala, Mexico and Peru (the countries that have not closed the gap in adult schooling attainment) reveals noticeable gender differences, favoring boys, only among older children of the lowest income quintiles and indigenous ethnicity.

Over recent decades, women in Latin America and the Caribbean have increased their labor force participation faster than in any other region of the world. This evolution occurred in the context of more general progress in women’s status. Female enrollment rates have increased at all levels of education, fertility rates have declined, and social norms have shifted toward gender equality. Investments in education across countries in Latin America and the Caribbean have transformed the lives of millions of girls and the prospects of their families and societies. Unleashing the full economic potential of women is nevertheless still a curtailed issue in the region: just about half of women are unable to participate in paid work. The majority of the population out of the labor market is women between the ages of 24 and 45. This is the largest share of the available pool of unused human capital countries have, and where mothers of young children are concentrated. This book argues that more and better childcare constitutes a fundamental policy option to improve female outcomes in the labor market, but countries need to pay particular attention to the design and features of such services. First-rate educational programs will be useless if children are not enrolled or do not attend formal education centers. A large program expansion will be wasted if parents cannot enroll their children because they are unable to reach the center, don’t trust its quality, if the program is too expensive, or if work and care schedules are not compatible. Through an integrated framework applied to each country and an overview of the existing evidence, this book addresses the why and what questions about policy relevant instruments to achieve female labor participation. Parts I and II of the book lay out the motivation for Latin-American and Caribbean countries to act depicting their current situation both in terms of women’s labor participation and the use and provision of childcare services. Moreover, this book tackles the how question contributing to the incipient evidence about factors affecting the take-up of programs and demand for childcare services and other informal care arrangements. Part III of the book explores how to improve services and implement more and better formal, center-based care arrangements for young children. It looks at international benchmarks, discusses different experiences and proposes specific actions to solve potential inequalities in access to childcare.

The (Human Opportunity Index) HOI calculates how personal circumstances (like birthplace, wealth, race or gender) impact a child's probability of accessing the services that are necessary to succeed in life, like timely education, running water or connection to electricity. It was first published in 2008, applied to Latin America and the Caribbean (LAC). The findings were eye-opening: behind the enormous inequality that characterizes the region's distribution of development outcomes (income, land ownership and educational attainment, among others), there is an even more worrying inequality of development opportunities. It is not only rewards that are unequal; it is also chances. The problem is not just about equality; it is about equity too. The playing field is uneven from the start. This book reports on the status and evolution of human opportunity in LAC. It builds on the 2008 publication in several directions. First, it uses newly-available data to expand the set of opportunities and personal circumstances under analysis. The data is representative of some 200 million children living in 19 countries over the last 15 years. Second, it compares human opportunity in LAC with that of developed countries, among them the US and France, two very different models of social policy. This allows for illuminating exercises in benchmarking and extrapolation. And third, it looks at human opportunity within countries across regions, states and cities. This gives us a preliminary glimpse at the geographic dimension of equity, and at the role that different federal structures play. The overall message that emerges is one of cautious hope. LAC is making progress in opening the doors of development to all. But it still has a long way to go. At the current pace, it would take, on average, a generation for the region to achieve universal access to just the basic services that make for human opportunity. Seen from the viewpoint of equity, even most successful nations lag far behind the developed world. And intra-county regional disparities are large, and barely converging. Fortunately, there is much policy makers can do about it.

After a sustained economic growth period at the end of the last century and the beginning of this one, Latin America still faces high inequality and lower well-being indicators among women, afro-descendants, and indigenous peoples. This is a period in which the world and particularly Latin America has experienced important changes regarding the role of women and men. Marriage, education and work decisions have evolved and, as a result, women's visibility at home, at school, in the labor markets and in society have evolved as well. But there are still, however, important challenges in the labor markets. Earnings differentials as well as occupational and hierarchical segregation are commonly accepted as the norm in the region's labor markets. For the diverse racial and ethnic groups the situation has been less auspicious than for women. Statistics reveal that traditionally excluded ethnic groups have worse poverty and income outcomes, reflected in issues such as restricted access to public services, poorer health conditions, lack of political representation, confinement into low productivity activities and prevalent discrimination. The evidence points that in Latin America, a racially and ethnically diverse region, the benefits of the recent progress have not reached equally indigenous peoples and Afro-descendants. This pattern can be traced to lower human capital endowments, manifested in poorer educational performance and fewer years of job experience. In this way, these groups have been less able to benefit from the economic opportunities generated within this prosperous period. This book is about gender and ethnic differences in labor markets earnings. It revolves around the question: to what extent the gender (ethnic) differences in earnings are a result of gender (ethnic) differences in observable individuals' characteristics that the labor markets reward? Such question is answered with a novel methodological approach based on matching comparisons, resembling the Oaxaca Blinder (OB) decompositions, extending their scope. What would the distribution of females' and males' earnings be if they had equal levels of education, if they worked the same quantity of hours per week, if they worked in the same kind of formal jobs, or in firms of the same size? What would happen with the earnings gap, for instance, if men and women had the same occupations or were distributed equally through economic sectors? Further on, what would happen if all men and women in the labor markets were equally distributed along all of these characteristics at the same time? The novelty of the methodology introduced in this book is that it allows us to create fictional labor markets where these counterfactuals are true. Furthermore, this book addresses not only the extent to which those differentials can be explained by individuals' characteristics, but also how have these gaps evolved during the last two decades. In this way, it allows the discussion of policy options for these pressing issues in the region.

This book presents evidence of the evolution of the gender inequalities in Latin America during the twentieth century, using basic indicators of human development, namely education, health and the labour market. There are very few historical studies that centre on gender as the main analytical category in Latin America, so this book breaks new ground. Using case-studies from Argentina, Chile, Colombia, Mexico and Uruguay, the authors show that there is evidence of a correlation between economic growth and the decrease in gender inequality, but this process is also not linear. Although the activity rate of women was high at the beginning of the twentieth century, female participation in the labour market diminished, until the 1970s, when it began to increase dramatically. Since the 1970s, fertility reduction and education improvements and worsening labour market conditions are associated to the steadily increase of women participation in the labour market. By gauging the extent to which gender gaps in the formation of human capital, access to resources, quality of life and opportunities may have operated as a restriction on women’s capabilities and on economic growth in the region, this book demonstrates that Latin America has lagged behind in terms of gender equality.
