Since the first of these studies was published more than 20 years ago, U.S. tariff rates have fallen, nontariff measures on imports have been removed, and trade has expanded markedly. The U.S. services sector has also increased in importance considerably, with important implications for other sectors of the economy. The contribution of services to U.S. manufacturing is the subject of a special-topic chapter in this report. The U.S. is one of the world's most open economies. In 2012, the average U.S. tariff on all goods remained near its historic low of 1.3% on an import value-weighted basis -- essentially unchanged from the previous update in 2011. Nonetheless, significant restraints on trade remain in certain sectors. As in previous updates, this report uses an economic model of the U.S. economy to analyze the economic effects of removing remaining significant U.S. import restraints. Figures and tables.
