This study primarily focused on financing models for the digitalisation of SMEs. However, the analysis and research conducted revealed that there are also key issues of awareness of digitalisation benefits, technical knowledge for digitalisation, and other factors that create barriers to digitalisation of SMEs in Italy. These barriers also affect access to finance and the utilisation of the existing financing liquidity and instruments available. As such, the study took a holistic point of view in summarising its key findings and recommendations, acknowledging that the financing of digitalisation of SMEs in Italy is currently being affected by a broader set of factors than financing instruments alone.

The study provides an overview of the role of digital innovation hubs and snapshot of the status of digitalisation in Europe. It comes in a very timely moment. The current COVID-19 crisis has highlighted even more the importance of digitalisation. Small and medium-sized enterprises (SMEs) are at the centre of the economic crisis brought on by the COVID-19 pandemic and containment measures, more now than during the 2008 financial crisis. This has clearly shown the importance and the need to accelerate the digital transformation to make businesses more resilient and agile. The study reviews access-to-finance conditions for the digitalisation of SMEs and the role of digital innovation hubs as key enablers in the wider ecosystem. It highlights how the propensity to digitalisation and digital maturity of SMEs is not only affected by financial factors (access to finance) but also by non-financial factors (knowledge and ambition to digitalise). In particular, the study shows the crucial role of digital innovation hubs and the wider eco-system in supporting the digitalisation of SMEs. Many digital innovation hubs have taken rapid actions to respond to the COVID-19 crisis and better help SMEs in the current circumstances. The study was carried out by InnovFin Advisory in collaboration with the European Investment Advisory Hub, with the support of Gartner.

Digital transformation is becoming even more important in a context of the green transition which is now a key priority for small and medium businesses. Despite the challenges hindering the digital transformation of Romanian SMEs, including limited knowledge, digital skills and access to finance, there are positive strides in connectivity infrastructure. A historic opportunity to support SMEs to digitalise their business processes is available through the provision of additional targeted finance and the development of the innovation ecosystem.

Digital technologies not only offer a vast potential to enhance firm productivity, they can also help enhance resilience and support economic recovery in times of war. The government has made significant strides in accelerating the digital transformation and has reinforced support for digitalisation since the onset of Russia’s full-scale invasion in February 2022. While digital technologies have brought significant benefits to the country, Ukraine’s SMEs are yet to fully tap into the potential of digitalisation. Beyond war-related challenges, lack of awareness, digital skills shortages, sectoral specificities, and financial constraints complicate their digital development. The government aims to further promote SME digitalisation and is currently preparing its SME Strategy 2024-27. Throughout 2023, the OECD provided guidance to Ukraine on how to help SMEs leverage digitalisation for productivity, resilience, and recovery. This report presents an overview of the findings, looking at i) ways to strengthen the national and subnational institutional and policy framework for SME digitalisation; ii) avenues for targeted digitalisation support services for SMEs, building on the OECD’s blueprint; and iii) specific ways digitalisation can help SMEs weather war-related challenges.
