This Country gender assessment of agriculture and the rural sector provides in-depth insights into the gendered dimensions of agriculture and rural development in Fiji. The policy environment in rural sector ministries is supportive of gender mainstreaming, with clear paths to link policy direction on gender equality to programmes. Recommendations are formulated to progressively advance gender equality and support the empowerment of rural women through policy. In the short term, recommendations are oriented toward community programming that is more equitable, practical and beneficial for women. Developing infrastructure to reduce women’s workloads and facilitate their ability to engage in the cash economy could enhance women’s economic opportunities and contribute to improved family welfare. Promoting the use of radio, texts and social media to allow women to share information on weather, prices, economic opportunities and savings and banking can empower women to make more informed decisions about their activities. Building the gender analysis capacity of civil society organizations (CSOs) working in rural sectors on climate change, disaster management and sustainable development will support the engagement of women in community-based decision making. To address gender inequalities in the rural sector and support the empowerment of rural women, a set of concrete recommendations is given. These range from promotion of policy research and analysis to inform policies and strategic planning on gender equality and rural women’s empowerment in ARD to putting in place concrete measures for the improvement of rural women’s access to services, technology, finance, markets and resources.

Women’s participation and empowerment in value chains are goals that concern many development organizations, but there has been limited systematic, rigorous research to track these goals between and within value chains (VCs). We use the survey-based project-level Women’s Empowerment in Agriculture Index (pro-WEAI) to measure women’s and men’s empowerment in the abaca, coconut, seaweed, and swine VCs in the Philippines. Results show that most women and men in all four VCs are disempowered, but unlike in many other countries, Filipino women in this sample are generally as empowered as men. Pro-WEAI results suggest that respect within the household and attitudes about gender-based violence (GBV) are the largest sources of disempowerment for both women and men, followed by control over use of income and autonomy in income-related decisions. Excessive workload and lack of group membership are other important sources of disempowerment, with some variation across VCs and nodes along VCs. Across all four VCs, access to community programs is associated with higher women’s empowerment, and access to extension services and education are associated with higher men’s empowerment. Our results show that, despite the egalitarian gender norms in the Philippines, persistent gender stereotypes influence men’s and women’s empowerment and VC participation.

The relative lack of information on determinants of disease, disability, and death at major stages of a woman's lifespan and the excess morbidity and premature mortality that this engenders has important adverse social and economic ramifications, not only for Sub-Saharan Africa, but also for other regions of the world as well. Although the Malawian food supply is shaped largely by trends in smallholder food crop production, Ma­lawi’s decades-long focus on improving smallholder productivity has only moderately improved food secu­rity and nutrition outcomes. Country statistics indicate an estimated 36.7 percent of rural Malawian house­holds failed to access sufficient calories between 2010 and 2011. During the same period, 47 percent of children under the age of five years were esti­mated to be stunted in their growth. These indicators imply that some Malawian diets are lacking in terms of quantity (total calories consumed), and most are lacking in terms of quality (sufficient calories derived from nutrient-dense foods, such as meat, fish, eggs, dairy, legumes, fruits, and vegetables). Good nutrition requires both enough total calories (quantity) and enough vitamins and minerals per calorie (quality). How can Malawi better leverage its smallholder agriculture sector to improve nutrition? This report provides a series of primary and secondary data anal­yses that examine different aspects of this question.
