Thirdly, the taxpayers should have some well-defined, summary and effectual remedy in the courts against abuses of trust by municipal officers. Finally, the fullest publicity should be enforced, especially in the Treasury department. Full monthly reports should be published of all receipts and expenditures, and of all indebtedness incurred or bonds issued, with a regular publi cation of all contracts and pay-rolls.
