Excerpt from The Mayor's Message With Accompanying Documents, to the City Council of the City of St. Louis, at Its May Session Under the provisions of the ordinance passed at the last session of the Council, the preliminary steps have been taken for the erection of a new city hospital. The proposals received by the Comptroller for the sale of sites have already been submitted, and the plans for the proposed building are completed. Mr. B. R. Singleton, City Architect, under the direction of the City Engineer, visited Cincinnati and inspected the hospital there which is stated to be one of the best in the country, incorporating many important modern improvements and of an extensive character. From the information derived there and from other sources, a design was adopted for a building three stories in height, and arranged on what is known as the pavilion plan, which is believed to possess peculiar features of excellence. The principal necessity in such a building being a thorough sys tem of ventilation, according to this plan, the ventilation of each room and each story is made independent of the balance of the building; the escaping air passing into the smokestack of the furnance and so drawn off by a strong draught. The estimated cost is with a capacity for eight hundred patients; but the plans are so prepared that one-half of the building could be erected, with a corresponding capacity and the remainder built subsequently, without interfering with the general design. These plans will come before your Honorable Body for consideration, and, however it may be thought necessary to modify them, I. Trust that some action will be taken, without delay, towards the extension of our hospital accommoda tions. The present building is entirely inadequate for the needs of the city. The crowded state of the wards sacrifices life by preventing the proper treatment of patients, while it is impossible to admit many fairly entitled to the benefits of such a public institution; and, should an epidemic occur, the condition of the city would be deplorable. Excerpt from St. Louis, History of the Fourth City, 1763-1909, Vol. 2 Through his efforts a bill was passed in the United States congress quieting title to four sections Of land which had been in dispute for sixty years, while he was responsible for'.the introduction by General John A. Logan, then United States senator, Of the bill for the erection Of the finely equipped Army and Navy Hospital now in Operation on the government reservation at Hot Springs. In addition to his efforts in exploiting the section Mr. Fordyce aided in financing the leading hotels, opera house, water, gas and electric light works, street rail road system and other public enterprises and also financed and had constructed the first cotton compress at Dallas and at Dennison, Texas. Though such an active factor in advancing the welfare Of Arkansas, Mr. Fordyce found opportunity to broaden his Operations and soon became identified with the building and Operation Of a great network Of railroads in the south and southwest. The number of important enterprises which claimed his attention is a significant index to the ability and forceful character of the man. The greater part Of the St. Louis Southwestern Railway Company was built under the man agement of Mr. Fordyce and for sixteen years he resolutely maintained and developed the property in the face of repeated setbacks, steadily overcoming each Obstacle with the sturdy courage of his Scotch ancestors. Some idea of his labors in this connection may be gained from a recapitulation of his services; vice president and treasurer Of the Texas St. Louis Railway for the three years ending April, 1885, receiver, April, 1885 May, 1886, president Of the same road reorganized under the name Of the St. Louis, Arkansas Texas Railway, from 1886 to 1889; receiver, 18891-1890, president, under the new title of the St. Louis Southwestern Railway Company, from 1890 to 1898. Excerpt from The Mayor's Message: With Accompanying Documents, to the City Council of the City of St. Louis, at Its May Session, 1874 The cleaning of the streets is not entirely satisfactory under the present system, nor was it so under the modes formerly in force for, if let by contract, the contractor, as experience has shown, neglects the work in order to increase his profits. The real difficulty of the case is the great extent of territory to be cleaned with a limited annual appropriation, and as I have often before remarked, we can never expect good or clean streets with our present system of repairs, for the macadamizing laid down one day is hauled off again in a short time in the shape of mud or dust. I am not prepared to recommend a return to the contract system as formerly in force, but it may be advisable to revise the existing ordinance and supply such additional 'regulations as experience has shown to be necessary.
