During the last century and a quarter it has not only increased enormously in absolute size, but relatively it has grown about ten times as rapidly as the population of the country. At the present time there are in the civilian public service of our federal, state, and local governments approximately persons, exclusive of teachers in the public schools. This means that one in every group of 45 inhabitants of the United States is now a civilian govern ment worker. If we should include teachers in the public schools, the ratio of public servants to total population would be larger still. The annual payroll of this army of government employes, exclusive of teachers, is probably in the neighborhood of or about $120 for every family in the land.
