1.1 INTRODUCTION: On August 15, 1947 India attained independence from the British domination. This gave the people of the country the fullest opportunity to mould their educational policy according to the nation. The independent India felt the great need of expansion of education. The newly formed National Government took active and sincere steps to make the elementary education free, universal and compulsory. The principle of compulsory education was declared through Article 45 of the constitution of India. Article 45 of the constitution of India has laid down that “The state shall endeavour to provide, within a period of ten years, from the commencement of the constitution, for free and compulsory education for all children until they complete the age of fourteen years.” It was also made clear that this education would be of basic type. On this basis, Board of National education was established. Our Government has been making vigorous efforts to expand compulsory primary education in all corners of the country. In spite of all the efforts made by the Central Government and State Government through various commissions and committees in this direction, a few children of the society have not been able to drive full advantage of the educational facilities given to them.
