This monograph examines Russia's policy toward the Caspian Sea region as Moscow attempts to counterbalance growing American involvement within what it perceives to be its zone of privileged interest. It focuses on the recent expansion of the Caspian Flotilla and the rationale behind it. Moscow has sought to counterbalance the growing involvement of other actors in the region, which has led to rising tension between Russia and its southern neighbors. The primary objectives of the research are to examine Russian perceptions of threat and security in the Caspian region and assess the implications for other actors. This monograph analyzes the drivers of the increasing competition for influence, focusing on developments within the energy sector, and assesses the implications of Russia's consolidation of its dominance for security and stability in the region. The Arctic region contains large amounts of natural resources considered necessary to sustain global economic growth, so it is unsurprising that it is increasingly susceptible to political, economic, environmental, and even military conflicts. This book looks in detail at the preconditions and outlook for international cooperation on the development of Arctic petroleum resources, focusing on Norwegian–Russian cooperation in the Barents Sea towards 2025. “The Caspian Sea Encyclopedia” is the second one in the new series of encyclo- dias about the seas of the former Soviet Union published by Springer-Verlag. The ?rst volume – “The Aral Sea Encyclopedia” was published by Springer in 2009. The series will be continued by “The Black Sea Encyclopedia” in 2010. Today the Caspian Sea is known to readers thanks to its oil and gas resources, sturgeon and caviar, signi?cant sea-level variations, socio-economic and political problems. After the disintegration of the USSR in 1992, the new independent states of Azerbaijan, Turkmenistan and Kazakhstan have radically changed the political and economic situation in the region. In addition to Russia and Iran, who had determined the situation on the Caspian for a long period, Azerbaijan, Turkmenistan and Kazakhstan are now interested parties, beginning a new stage in the historical development of the Caspian region. This increase in the number of the Caspian legal entities from two to ?ve has given rise to a whole tangle of geopolitical, economic, international legal, ethnic and environmental problems, each of which demands its own approach and settlement mechanism.

This book explores if and how Russian policies towards the Far East region of the country – and East Asia more broadly – have changed since the onset of the Ukraine crisis and Russia’s annexation of Crimea. Following the 2014 annexation and the subsequent enactment of a sanctions regime against the country, the Kremlin has emphasized the eastern vector in its external relations. But to what extent has Russia’s 'pivot to the East' intensified or changed in nature – domestically and internationally – since the onset of the current crisis in relations with the West? This book discusses how civil society, public debate and freedom of speech affect the management of natural resources. Drawing on the work of Robert Dahl, Jürgen Habermas and Robert Putnam, the book introduces the concept of public brainpower. Good governance of natural resources requires fertile public debate – to conceive new institutions, to provide checks and balances on existing institutions and to ensure their continuous dynamic evolution as the needs of society change.
