This volume presents the proceedings of the Fourth Workshop on Multiaccess, Mobility and Teletraffic for Wireless Communications held in October 1998 in Washington, D.C. The focus of this workshop is to identify, present and discuss the theoretical and implementation issues critical to the design of wireless networks. To ensure proper network design and engineering, designers of wireless networks need to understand and address issues such as radio propagation, antenna, interference management, multiaccess, mobility, teletraffic, signalling and networking protocols. In fact, not only do these issues need to be understood and addressed, their interdependence and interactions also deserve to be examined closely. Therefore, the goal of this workshop is to present papers addressing these issues, with the hope of stimulating further collaboration among researchers of various disciplines in wireless communications. High-speed wireless networks such as wireless ATM and GSM with high-speed data services continue to attract much research and development efforts. The major challenges on the physical and link layers in these networks include radio design, interference management, resource allocation and multiaccess protocol. Several papers on these issues are presented here. As the availability of radio spectrum is limited, there is always a desire to ''maximize'' the spectral efficiency, for example, by diligent (and perhaps dynamic) re-use of frequency and cell layout, while guaranteeing a certain quality of service (QoS). A number of papers at this workshop address these topics.

Burke was one of the greatest political thinkers whom England has produced, and all his writings, like his speeches, are characterised by the welding together of knowledge, thought, and feeling. Unlike most orators he is more successful as a writer than as a speaker. He rose too far above the heads of his audience, which the continued splendour of his declamation, his inordinate copiousness, and his excessive vehemence, often passing into fury, at length wearied, and even disgusted: but in his writings are found some of the grandest examples of a fervid and richly elaborated eloquence. Though he was never admitted to the Cabinet, he guided and influenced largely the policy of his party, while by his efforts in the direction of economy and order in administration at home, and on behalf of kindly and just government in India, as well as by his contributions to political philosophy, he laid his country and indeed the world under lasting obligations. This is volume three out of twelve of his works, this volume containing Reflections on the Revolution on France and others.

This is the seventh edition of the leading work on transnational and comparative commercial, financial, and trade law, covering a wide range of complex topics in the modern law of international commerce, finance and trade. As a guide for students and practitioners it has proven to be unrivalled. The work is divided into three volumes, each of which can be used independently or as part of the complete work. Volume 2 deals with the transnationalisation of contract; movable and intangible property law; and the transformation of the models of contract and movable property in commercial and financial transactions between professionals in the international flow of goods, services, money, information, and technology. In this transnational legal order, the emphasis in the new law merchant or modern lex mercatoria of contract and movable property turns to risk management, asset liquidity, and transactional and payment finality. Common law and civil law concepts are compared and future directions indicated. The potential, effects, and challenges of the blockchain are noted, so far especially for the carriage of goods by sea. All three volumes may be purchased separately or as part of a single set.
