The families of fallen soldiers are required to complete a considerable number of forms in order to receive various benefits and entitlements from the Department of Defense, Department of Veterans Administration, Internal Revenue Service, and Social Security Administration. They must do so at a time when the families' grief is raw and normal tasks seem an unbearable burden. Active duty soldiers appointed Casualty Assistance Officers (CAOs) assist surviving families through the process. However, CAOs tend to be inexperienced, usually serving in this capacity for the first and only time, and they often times find themselves challenged to provide accurate and thorough assistance. Moreover, changing laws and updated regulations regarding casualty entitlements add to the pressures and perplexities that many CAOs experience. As a consequence, some families do not receive all benefits and entitlements in a timely manner. Furthermore, in some instances potential benefits may be overlooked entirely. To help remedy these shortcomings, we have developed the Armed Forces Casualty Assistance Readiness Enhancement System (CARES) an information system that improves how the Department of Defense cares for military families in arguably their greatest time of need.

This report provides details of the implementation of a forms assistance tool designed to help personnel charged with carrying out the United States Army's Casualty Assistance mission. The need for this tool has arisen with the expansion of casualty operations in the Global War on Terror (GWOT), the growing complexity of the system of benefits provided to the surviving family members of soldiers who are killed, and the high level of emphasis placed on executing this mission with compassion and precision. The software tool, called the Armed Forces Casualty Readiness Enhancement System (AF-CARES 1.0), provides form filling assistance and access to case data in a stand alone application. The system uses a run time data representation of the case and an extensible markup language specification for the library of supported forms to automate the routing tasks common to every case of filling out a significant number of forms. The software automatically fills forms and provides access to the forms for viewing, printing, and editing. The software also provides a persistent save file format and case file reader for managing cases over time. AF-CARES 1.0 has been deployed to all of the regional Casualty Assistance Centers (CACs) with 76 users participating in an Army Knowledge Online (AKO) knowledge center implemented to facilitate deployment, support, and the identification of capability gaps against an objective software assistance capability.

Information and communication technology (ICT) is permeating all aspects of service management; in the public sector, ICT is improving the capacity of government agencies to provide a wide array of innovative services that benefit citizens. E-Government is emerging as a multidisciplinary field of research based initially on empirical insights from practice. Efforts to theoretically anchor the field have opened perspectives from multiple research domains, as demonstrated in Practical Studies in E-Government. In this volume, the editors and contributors consider the evolution of the e-government field from both practical and research perspectives. Featuring in-depth case studies of initiatives in eight countries, the book deals with such technology-oriented issues as interoperability, prototyping, data quality, and advanced interfaces, and management-oriented issues as e-procurement, e-identification, election results verification, and information privacy. The book features best practices, tools for measuring and improving performance, and analytical methods for researchers.

The U.S. military has been continuously engaged in foreign conflicts for over two decades. The strains that these deployments, the associated increases in operational tempo, and the general challenges of military life affect not only service members but also the people who depend on them and who support them as they support the nation â€" their families. Family members provide support to service members while they serve or when they have difficulties; family problems can interfere with the ability of service members to deploy or remain in theater; and family members are central influences on whether members continue to serve. In addition, rising family diversity and complexity will likely increase the difficulty of creating military policies, programs and practices that adequately support families in the performance of military duties. Strengthening the Military Family Readiness System for a Changing American Society examines the challenges and opportunities facing military families and what is known about effective strategies for supporting and protecting military children and families, as well as lessons to be learned from these experiences. This report offers recommendations regarding what is needed to strengthen the support system for military families.

This publication provides doctrine for the planning, preparation, and execution of health service support across the range of military operations. The Military Health System supports the operational mission by fostering, protecting, sustaining, and restoring health. It also provides the direction, resources, health care providers, and other means necessary for promoting the health of the beneficiary population. Principles of Health Service Support - The principles of health service support (HSS) consist of conformity, proximity, flexibility, mobility, continuity, and control. Conformity - Conformity with the tactical plan is the most basic element for effectively providing health support. Medical planners must be involved early in the planning process, and once the plan is established, it must be rehearsed with the forces it supports. Proximity - The principle of proximity is to provide health support to sick, injured, and wounded military personnel at the right time and to keep morbidity and mortality to a minimum. Flexibility - Flexibility is being prepared and empowered to shift medical resources to meet changing requirements. The medical commander must build flexibility into the operation plan (OPLAN) to support the combatant commander's (CCDR's) scheme of maneuver. Mobility - The principle of mobility is to ensure that medical assets remain within supporting distance of maneuvering forces. Continuity - Continuity of care and treatment is achieved by moving the patient through progressive, phased roles of care, extending from the point of injury or wounding to the US-support base. Each type of medical unit contributes a measured, logical increment of care appropriate to its location and capabilities.
