I have decided only to issue in book form the article which appeared in the Pall Mall Magazine for March (which I reprint by the kind permission of the Proprietors) and the lecture delivered to my constituents in the Hartlepools. I repeat, that in my opinion there is no reason to think England's commerce is in a state of decadence.
