But owing to the great lack in the present working facilities of this bureau, but principally to the absence of a suitable organization, at once comprehensive and harmonious, and efficiently directed by a competent head, the field of past and present labors is deplorably limited. A new Department of Information and Publicity, which it is proposed to add to the departments of administra tion (the ordinance for creating which is now pending in the City Coun cil), is designed to provide for the city an organization such as is greatly needed; one that shall be the best of the most approved kind. The cost of it can be but trifling in comparison with the enormous amounts of money to be involved in proposed public works and improvements, which from time to time will be subjects of special researches with which the Commissioner of Information and Publicity will be charged.
