The use of biological warfare (BW) agents by states or terrorists is one of the world's most frightening security threats but, thus far, little attention has been devoted to understanding how to improve policies and procedures to identify and attribute BW events. Terrorism, War, or Disease? is the first book to examine the complex political, military, legal, and scientific challenges involved in determining when BW have been used and who has used them. Through detailed analysis of the most significant and controversial allegations of BW use from the Second World War to the present, internationally recognized experts assess past attempts at attribution of unusual biological events and draw lessons to improve our ability to counter these deadly silent killers. This volume presents the most comprehensive analysis of actual and alleged BW use, and provides an up-to-date evaluation of law enforcement, forensic epidemiology, and arms control measures available to policymakers to investigate and attribute suspected attacks.

The Oklahoma City bombing, intentional crashing of airliners on September 11, 2001, and anthrax attacks in the fall of 2001 have made Americans acutely aware of the impacts of terrorism. These events and continued threats of terrorism have raised questions about the impact on the psychological health of the nation and how well the public health infrastructure is able to meet the psychological needs that will likely result. Preparing for the Psychological Consequences of Terrorism highlights some of the critical issues in responding to the psychological needs that result from terrorism and provides possible options for intervention. The committee offers an example for a public health strategy that may serve as a base from which plans to prevent and respond to the psychological consequences of a variety of terrorism events can be formulated. The report includes recommendations for the training and education of service providers, ensuring appropriate guidelines for the protection of service providers, and developing public health surveillance for preevent, event, and postevent factors related to psychological consequences.

This important, disturbing and timely book focuses on on the use of disease and germs as a weapon of mass destruction (WMD) and the threat bioterrorism poses in an increasingly unpredictable and volatile future for the world. For context it traces developments from the earliest primitive but effective days of infectious rams, poison-tipped arrows and plague-infected corpses used as toxic, disease-spreading projectiles, to the twenty-first-century industrial scale weaponization of biomedicine. Paul Chrystal shows how biological weapons and acts of bioterrorism are especially effective at instilling terror, panic, death, famine and economic ruin on a large scale, shredding public confidence in governments and civilization itself. For the disaffected, lethal biological agents are comparatively easy to manufacture and obtain, and they have the benefit of being almost invisible and easy and quick to administer in lethal quantities through a variety of discreet delivery systems. Just what the terrorist wants. We explore the sinister connection between the industrial-scale proliferation of biological weaponry by state actors and the greater opportunities these growing bio-arsenals give to the increasingly scientific-minded and determined terrorist to manufacture his or her weapon of choice, taking advantage also of the state of the art sophisticated delivery systems. The epilogue analyzes the concerted but groundless 2022-2023 disinformation campaign conducted by Russia, with support from China, relating to the claim that public health facilities in Ukraine are 'secret U.S.-funded biolabs', purportedly developing biological weapons.

During the last century, the weapons of war became increasingly sophisticated and their effects ever more remote from the actual user. Militarization of nuclear atomic forces, chemicals and biological agents has considerably enlarged the arena of warfare, but of possibly even greater concern is the threat of such agents being deployed by terrorists. This book was originally published in French in 2004: subsequent events, such as the London bombings in July 2005, have only reinforced the importance of all doctors and emergency personnel understanding the various agents that could be used and having the knowledge to deal with victims of an attack or even an industrial accident. The book has therefore been translated into English to make it available to a wider audience. The book was coordinated by Chantal Bismuth, Professor of Medicine who has acted as an advisor for the Minister of Health in France and is an international consultant in toxicology. Her co-editor, Patrick Barriot, is an anaesthetist with operational experience in the Paris Fire Brigade and the 11th division of Paratroops who is now responsible for the department of ‘Biological risks from new technologies’. The authors are representative of the doctors who would have to deal with the human casualties of warfare or a terrorist attack. They review all weapons of mass destruction, both chemical and biological, including the use of bacteria, anthrax and viruses such as variola and influenza. In each case, they describe the pathogenic agent, the human consequences, organizational aspects of care for the victims and best practice for treatment. As one author reports, “The infections caused by potential biological warfare agents are seldom taught in the course of medical studies and the majority of physicians never encounter these types of pathology in their daily professional practice. Since its eradication, people are not trained to recognize smallpox or to make the differential diagnosis between anthrax and bronchitis.” Other chapters cover the effects of nuclear weapons and radiation on humans as well as the features of Gulf War syndrome. An important chapter deals with the organization of medical responses to chemical or biological attack: “Planning, equipping, and training responder services are the best responses to the dispersion of chemical and biological agents.” The book addresses all those involved in the security of the civilian population, the organization of rescue services and the treatment of victims.

The Intensive Care Unit (ICU) is an essential component of current medical systems, with the sickest patients from the Emergency Room and Operating Room transferred there for ongoing care. In addition to the ICU and Critical Care Unit (CCU), critical care services are provided in multiple areas of the hospital (e.g., emergency department, in-patient wards) and outside of the hospital (e.g., ground or air ambulance during patient transfers). This issue reviews the main issues involved in the administration of critical care services outside of designated CCU and ICU areas with the aim of improving patient outcomes.

We should not spare any effort avoiding conflict. Widest possible experiences only teaches us to do the right thing for ourselves and others-dialogue helps us to share experiences. When writing, we reach out to others in a wider dialogue. The more people participating at the table of dialogue, the better our chance of avoiding conflict. The world has seen enough conflict; we do not need more of the same. People with societal responsibilities perhaps would benefit from reading the following discourse, with a view to unanimously finding a cure. Analysis paves the way for increased understanding, which, due to wide misinterpretations and confusion amongst many groups of our societies, is in urgent need. There is a tendency to take political advantage out of it. Author Bio- Born during World War II in Transylvania, the author undertook many directions in his life, starting as a refugee in Germany. Historically speaking, war had dwindled the family in the past. As a survivor, the author firstly went through technical and then formal higher education, with the intention of, with his family, going out into the world to learn real-life issues. As an 'Aussie' living Down-Under for the last twenty-five years, the author envisages a return to grassroots from whence we should act with common sense in life. It would be a 'mission impossible' to make a summary here. More could be found in Journey of a Lifetime.

Perhaps the most frightening apparition of our times is the possibility that a biological agent (bacterim, virus, or toxin) will be used to attack our unprotected civilian population and inflict mass casualties. Until the Fall of 2001, anthrax attacks delivered through the mail to various U.S. senators, to the Governor of New York, and to various media offices, the previously expected use of a weapon of mass destruction against the United States has been a nuclear device that explodes or a chemical cloud that is set adrift. However, today, of all the weapons of mass destruction (nuclear, chemical, and biological), the biological weapons are the most feared by many defense experts but these are the ones that our country is least prepared to deal with Like the concept of a "nuclear winter," the potential destructiveness of a biological attack can come in many forms and is presently very hard to detect and control, and its results could be catastrophic. The unleashing of biological agents against an unprotected civilian population also, in some cases, constitutes the ultimate medical disaster with the capability to completely overwhelm the present health care system. Patients might go to health facilities in unprecedented numbers and demands for intensive care could well exceed available medical resources. Discerning the threat of bioweapons and appropriate responses to them are critical if we are to prevent the devastating effects of bioterrorism.
