Research on the relationship between technology dynamics and Public Administration (PA) began some years ago and was inspired by the realization that technological development has produced a far-reaching interaction with PA. It is emphasized how technological development and PA influence each other, as investments are managed by public agencies. There are some branches of PA that heavily rely on technology for their activities; such as the defense sector, the space agencies, the agencies for environmental protection, and those that are responsible for food control and safety and so on. Some technological advancements have found fertile ground in PA. The impact of technologies such as ICT or space technologies on PA is from a political and social point of view the most important. The adoption of such technologies can make it possible to offer more services to citizens. The adoption of new technologies can also enhance the efficiency and effectiveness of the bureaucratic apparatus and can even influence positively the mechanisms of political representation. The most interesting applications of technology are those relating to earth observations because these are able to strengthen en

The deployment of Autonomous Weapons gives rise to ongoing debate in society and at the United Nations, in the context of the Convention on Certain Conventional Weapons. Yet little empirical research has been done on this topic. This volume fills that gap by offering an empirical study based on military personnel and civilians working at the Dutch Ministry of Defence. It yields insight into how Autonomous Weapons are perceived by the military and general public; and which moral values are considered important in relation to their deployment. The research approach used is the Value-Sensitive Design (VSD) method that allows for the consideration of human values throughout the design process of technology. The outcome indicates that military personnel and civilians attribute more agency (the capacity to think and plan) to an Autonomous Weapon than to a Human Operated Drone. In addition, it is clear that common ground exists between military and societal groups in their perception of the values of human dignity and anxiety. These two values arise often in the discourse, and addressing them is essential when considering the ethics of the deployment of Autonomous Weapons. The text of this volume is also offered in parallel French and German translation.

West African teachers and professors who are appropriating information and communication technologies (ICT) are making it part and parcel of education and everyday life. In Mali and beyond, they adapt ICT to their milieus and work as cultural agents, mediating between technology and society. They yearn to use ICT to make education more relevant to life, facilitate and enhance African participation in global debates and scholarly production, and evolve how Africa and Africans are projected and perceived. In sum, educators are harnessing ICT for its transformative possibilities. The changes apparent in student-teacher relations (more interactive) and classrooms (more dialogical) suggest that ICT can be a catalyst for pedagogical change, including in document-poor contexts and ones weighed down by legacies of colonialism. Learning from the perspectives and experiences of educators pioneering the use of ICT in education in Africa can inform educational theory, practice and policy and deepen understandings of the concept of appropriation as a process of cultural change.
