This paper examines the potency Technical Vocational Education and Training (TVET) as a Panacea to Solving Nigeria's Youths' Problem of Unemployment. Nigeria, an emerging economy with an estimated population of about 200 million is battling with poverty and unemployment problems consequently the country's quest for technological progress, industrialization and economic development is 'snail-speeding' and very unimpressive. TVET has been recognized worldwide as a tool for empowering people, especially the youth, for sustainable livelihood and social-economic development. This paper adopted a conceptual approach to explore how Technical Vocational Education and Training as a Panacea to Solving Nigeria's Youths' Problem of Unemployment. Materials were generated via internet, textbooks and other documents relevant to the study. The Nigerian government had initiated several youth empowerment programmes through TVET, but a lot of these programmes lack structure and their impact not felt by the nation's youths. This is evident in the substantial number of youth that still lack work skills - which often results to unemployment, insecurity, loss of lives and properties and chaos. The findings based on the literature reviewed showed TVET is backed up with the availability of materials, infrastructure, hard and soft skills coupled with good will on the part of government could be the vitally needed solution to the problem of graduates' employability in Nigeria. Truly, the battle against youth unemployment cannot be won without tertiary institutions collaborating with the private sector of the economy. This forms the thrust of this paper. It was recommended among others that educational institutions offering technical education programmes should tap the dynamisms and synergies of the 21st century workplace to the full to produce technical education graduates who can fit in and succeed in the 21st century world of work.

The descriptive mixed-methods study explores and describes the challenges and prospects of the growth and development of technical and vocational education and training (TVET) schools and science-based technology education in Nigeria. It is not understood how Nigerians in the United States perceive the impacts of governmental policies on education and the eventual contribution of graduates of TVET schools in Nigeria to the country's economic growth and development. The purpose of this descriptive mixed-methods study was to discover the opinions and perceptions of Nigerians in the United States regarding the consequences stemming from the Nigerian government's limited level of support for technical and vocational education and training (TVET) schools and programs. The questions for the descriptive mixed-methods study enable us to understand how the Nigerian government's limited level of support for TVET relate to the shortage of highly skilled manpower and technological capabilities and the policy interventions that will improve the situation and enhance national development. To provide a practical solution to the problem, my stances and conceptual framework hinged on human-capital development, leadership and governance, and technological capabilities. A triangulation of both quantitative and qualitative methods was utilized for data collection. To collect primary quantitative data for the study, 100 questionnaires were distributed; eight semi-structured interviews and focus-group sessions of six individuals were utilized to capture qualitative data. Quantitative data were scored on a 5-point Likert-type scale and qualitative data from the semi-structured questions were systematically examined, analyzed, coded, and integrated into the main data. Simple descriptive statistics of frequency counts and percentages were employed to analyze and describe the data. The results were expected to enable the researcher to better understand the topic, reach a valid conclusion, and recommend possible practical solutions to the problem.

While addressing the recent convocation ceremony of Yaba College of Technology, Lagos, the Minister of Education, Sam Egwu, assured the millions of unemployed and poor youth lacking employability skills that technical education would enjoy more government support in 2010 because of the role of technology in national development. Such a pronouncement is not new in Nigeria. Previous administrations have raised the people's hope by painting glowing pictures of their development plans and defined the linkages between technological capability and national development. They also swore that youth empowerment would become the government's top priority yet successive administrations have refused to properly fund education and failed to prepare the youth for the world of work and to create employment for the millions of graduates churn out by the educational institutions yearly. This paper calls for the leaders to move away from rhetoric to action and tackle the challenges facing education, particularly technological development and create employment for the horde of unemployed youth. Without addressing the challenges facing technical and vocational education the youth will continue to face soaring unemployment, underemployment and poverty and the nation will remain underdeveloped.

In doing so, the author presents a solid base for robust and evidence-informed practice and policy making for vocational training programmes, analysing such themes as employability skills, the labour market, and work-integrated learning. It also emphasises the importance of stakeholders taking into account the enabling and disabling environments found in a given local, regional or national context. Technical and Vocational Education and Training (TVET) has a role to play in addressing unemployment and poverty; however, for too long, this sub-sector has been overlooked. Educators and policy makers in Nigeria often view TVET as a sub-sector for those who were incapable of pursuing academic programs; thus, resulting in TVET being viewed as low status by students and the public. In contrast, education and training in the old African society were very functional and met the needs of the society. A review of literature on traditional African education reveals that education in the old African society was vocational in nature. With Nigeria being a former British colony, and the country's education system being one of the lasting legacies of the colonial administration, researchers have observed that Nigeria's adoption of the British elitist education system set the country's educational trajectory on a different path; one in which TVET is perceived poorly. This study examined the continuing influence of colonialism on Nigeria's system of education. The study is a genealogical analysis of the TVET system in Nigeria. The conceptual framework for this study combined Human Capital Theory, Social Theory, and Postcolonial Theory with Foucauldian genealogy to explore the inferior positioning of TVET in Nigeria. Particularly, I explored the historical and discursive construction of TVET in Nigeria, as well as some of the reasons TVET in Nigeria has made slow progress from the time it was formalized to date. I examined specific historical documents on the development of education in Nigeria to identify those discontinuities that have occurred in the emergence of TVET in Nigeria; thus, creating its current reality. I examined how TVET is positioned within policy documents and note that the emphasis on intellectual training and pursuits, according to the colonial ii order at the expense of TVET, positions university education as the only route to building a successful career, thus, resulting in the poor image of TVET as inferior to university education. The study revealed that education policy and practice in Nigeria is dominated primarily by the politics of educational productivity. The most popular policy discussions interpret education as a kind of durable good that is expected to produce graduates who would function well in the labour market. This instrumental value of education in the labour market is based on human capital investment and draws on human capital theory. In addition to the accumulation of human capital, the study revealed education policy and practice appear to focus on the production and reproduction of social class structures, although the 'Third Space' debate in postcolonial theory might encourage the emergence of human agency due to the possibility of resistance and transformation in education policy and practice. The implications of the study for policy, practice, theory and further research, as well as the recommendations arising from it, are discussed.
