"Transfer of Development Rights" (TDR) programs allow local governments to put economic principles to work in encouraging good land use planning. TDR programs most often permit landowners to forfeit development rights in areas targeted for preservation and then sell those development rights to buyers who want to increase the density of development in areas designated as growth areas by local authorities. Although TDR programs must conform to zoning laws, they provide market incentives that make them more equitable (and often more lucrative) for sellers and frequently benefit buyers by allowing them to receive prior approval for their high-density development plans. Since the 1970s when modern TDR applications were first conceived, more than 200 communities in 33 states across the U.S. have implemented TDR-based programs. The most common uses of TDR to date involve protecting farmland, environmentally sensitive land, historic sites, and "rural character," and urban revitalization. Until now, however, there has never been a clearly written, one-volume book on the subject. At last, The TDR Handbook provides a comprehensive guide to every aspect of TDR programs, from the thinking behind them to the nuts and bolts of implementation-including statutory guidance, model ordinances, suggestions for program administration, and comparisons with other types of preservation programs. In addition, six of its twenty chapters are devoted to case studies of all major uses to which TDR programs have been utilized to date, including recent urban revitalization projects that utilize TDR principles.

The report shows progress made on various indicators related to three overarching categories: technical expected results, application of organizational core values and managerial performance. Ultimately, TDR’s outputs and outcomes contribute to health impact, measured through the achievement of Sustainable Development Goals (SDGs) and the World Health Organization’s (WHO) Thirteenth General Programme of Work (GPW13) triple billion targets. Given the adoption of the Sustainable Development Goals by the global community in 2016, TDR developed its 2018-2023 strategy to showcase the Programme’s unique contribution, through research, capacity strengthening and global engagement, to improved health, quality education, enhanced partnerships and other relevant SDG targets guiding international development work over the next 15 years. The Performance Framework (including a revised set of indicators), which is aligned with TDR’s 2018-2023 strategy, the GPW13 strategic objectives and SDG targets, has been in place since 2018.

The results report of the UNICEF/UNDP/World Bank/WHO Special Programme for Research and Training in Tropical Diseases (TDR) is produced by its secretariat every year to document the progression on indicators related to three overarching categories: technical expected results, application of organizational core values and managerial performance. The outputs and outcomes which are aligned with the strategic plans of TDR’s co-sponsors, contribute to health impact, measured through the achievement of Sustainable Development Goals and the World Health Organization’s Thirteenth General Programme of Work triple billion targets. The report for 2023 marks the final year of the 2018-2023 strategy, which allows to reflect on how the Programme has delivered on its commitments over the entire period. Following the executive summary (section 1), the report summarizes the progress made on key performance indicators (section 2) and provides a qualitative description of what was done and the partnerships and contributions that made the achievement possible (section 3). Section 4 reports on how TDR has applied core values, section 5 on TDRs management performance and section 6 concludes with lessons learnt. Annexes include detailed information including the list of TDR-supported peer-reviewed publications (Annex 1), and the estimated resources leveraged in 2022 - 2023 (Annex 3).

This framework is a key element in the implementation of TDR’s new strategy. The Strategy covers the six year period from 2018 to 2023 and focuses on improving the health and well-being of those afflicted with infectious diseases of poverty, by fostering an effective global research effort and promoting the translation of innovation to health impact in disease endemic countries.
