"In an effort to reduce the number of unsafe vehicles in operation on the highways of South Carolina, the 1967 General Assembly passed the Motor Vehicle Inspection Act, which was signed by the governor on May 31, 1967. ... To provide adequate guidance for inspection stations carrying out this important vehicle inspection program, the attached set of rules and regulations has been provided by the Department of Highways and Public Transportation in accordance with the Motor Vehicle Inspection Act.
