This confeence on tropical meteorological research was the second in what is planned as an annual review and coordination, under sponsorship of the United States Army Electronics Research and Development Laboratories. The first conference, in 1962, was essentially for the purpose of planning a broad program in tropical meteorology and reviewing the then state-of-the art. In order to keep the 1963 conference relatively informal and permit maximum flexibility, the speakers were not requested to prepare or submit written copies of their presentations, although several did so. The majority of the presentations and the ensuing discussions which appear in this report were transcribed from tape recordings made during the conference. They are essentially verbatim, although certain liberties have been taken by the editors in an attempt to improve sentence structures that seem acceptable to the ear, but become involved and unwieldly in print. Also, a number of references to slides, blackboard notations, etc., which are not available for publication, have been eliminated or reworded. (Author).
