"The interim reports are contained in Volumes 1, 2, 3 and 4. Volume 1 contains the interim report on the Provincial and Local-level Government Reform. The report discusses the passage of the Organic Law on Provincial and Local-level governments and the current situation in the country in terms of its implementation. Volume 2 has been prepared following the directives from His Excellency the Govenor General on the advice from the National Executive Council to the Constitutional Review Commission dated 19 October 1995. After studying the seven directives, the Commission is of the strong view that given the enormity of the subject areas to be covered, the Commission had to prioritise the seven Terms of Reference in order to meet the set deadline of 30 June 1996. Volume 3 contains the new initiatives undertaken by the Commission.
