Study to assess the scope of the alcohol and drug abuse problem and to assist in the development of appropriate preventive and remedial actions. Three surveys were conducted, the largest of which was a telephone survey of over 2,000 people in the Alberta workforce including some unemployed. As well, a mail survey of 325 employers and of 43 unions was conducted. This summary report defines the dimensions of the substance abuse problem; examines the prevalence of both alcohol and drug use and the various occupational and demographic factors associated with higher levels of use; assesses the personal problems some workers attributed to their own substance use; focuses on the effects of substance use by examining the effect of substance use on occupational health, safety and productivity; examines how co-workers, supervisors, managers, and unions respond to substance use among the work force, including such workplace policies as assistance programs; and highlights suggestions for action to address the issues of substance use in the workplace.
