The purpose of this plan is to accurately define the responsibilities of the task team and to provide a comprehensive plan of action for the inspection of 18 riser type and two telephone type fleet moorings currently operated and maintained by PWC Subic Bay. Underwater Construction Team Two (UCT-2) will provide underwater inspection personnel and CHESNAVFACENGCOM (code FPO-1) will provide a Project Engineer for technical support. On 17 March 1981, the installation of eleven fleet moorings in the lagoon at Diego Garcia was completed. These moorings were installed in response to new Navy requirements for support of the Indian Ocean Battle Group. The eleven moorings consist of four different classes of moorings which are comprised of seventeen buoy systems. Each of these buoy systems is cathodically protected with zinc anodes and wire rope continuity cable. Now that these moorings have been in the water for over a year, NAVFACENGCOM desires to conduct an underwater inspection in order to determine the condition of these moorings and the effectiveness of the installed cathodic protection systems, as a part of NAVFACENGCOM's Fleet Mooring Maintenance Program. The purpose of this Project Execution Plan (PEP) is to define the responsibilities of the inspection team and to provide detailed guidelines for the underwater inspection of the eleven moorings which are currently operated and maintained by the Naval Support Office (NSO), Diego Garcia.

This report contains the results of the underwater inspection of 20 Fleet Moorings located at Subic Bay, R.P. The inspections were conducted by an engineer from CHESNAVFACENGCOM supported by divers from UCT-2 during the period 1-20 June 1982. Results of the inspection indicate that eight of the 20 moorings inspected are in satisfactory condition, eight moorings do not meet design classification criteria and should be downgraded, and four moorings do not meet minimum safety requirements and should be removed from service until an overhaul is accomplished. As part of COMNAVFACENGCOM's Fleet Mooring Maintenance Program, underwater inspections of existing fleet moorings are being conducted. NWS Seal Beach and NAVSTA Long Beach moorings have been tentatively scheduled during the latter part of August 1982. Currently a CHESNAVFACENGCOM assigned Project Engineer and a team of divers from UCT-2 are conducting underwater inspections of the fleet moorings operated and maintained by PWC San Diego personnel. After completion of this inspection, on or about 23 August 1982, the CHESNAVFACENGCOM Engineer and UCT-2 divers will proceed to the Seal Beach/Long Beach area and prepare for the inspection of the 13 fleet moorings operated by the Naval Weapons Station, Seal Beach, and the single mooring operated by the Naval Station Long Beach. It is anticipated that these inspections will commence about 26 August and require about ten days to complete.
