Prepared under the authority of the Steering Committee on Local and Regional Democracy, this study presents the legal and institutional framework of local and regional authorities as well as their operation, including their competencies and financial and human resources. Austria consists of 9 autonomous states (Lander). These are divided into municipalities which are independent economic entities.
