This publication aims to create awareness and prompt action amongst policy-makers and practitioners to address the impact of climate change (notably changes in temperature and rainfall) to the country's food security. It serves as a good example of how the ongoing FAO and Government of Lesotho project activities Environment, are complementing identified by the National Adaptation Programme of Action (NAPA) on climate change. The publication would be a useful resource to policy-makers, development partners and field practitioners on documenting and identifying viable community-based response and practices in climate change adaptation.

Climate change variability has impacts on Lesotho’s wetlands, which are host to a significant portion of the country’s predominately agricultural economy. Intervening in this sector could potentially increase food security and reduce poverty. FAO was called upon to implement sustainable land and water management practices and resource conservation in an effort to reduce the affected communities’ vulnerability while increasing their capacity to adapt to the effects of climate change. The evaluation found the project to be effective in improving the livelihoods and quality of life of the affected communities. It has been particularly relevant to Lesotho’s national priorities focusing on sustainable land management and drought management. Future projects should place more attention on gender issues, particularly showcasing how women’s livelihoods have been improved by FAO intervention.

Climate change impacts upon the world's poorest most heavily. It is therefore essential that international development initiatives focus on improving the ability of developing countries to adapt to the effects of climate change. This book, a product of research by the JICA-RI (Research Institute of the Japan International Cooperation Agency), examines climate change adaptation from the perspective of development cooperation in order to provide useful lessons for those engaged in research, policy and practice in this vital area. In this book the editors have brought together a wide range of case studies from across Africa and Asia, covering urban and rural areas and different sectors including water, agriculture and disaster management, in order to examine the following: o high-resolution climate change projection in Asia and how this can be used in planning appropriate adaptation responses o in-depth case studies of climate change projections, social, economic and environmental impact and vulnerability assessment and adaptation in rural Thailand and urban Philippines o cases across Africa for which climate data is less readily available and alternative approaches need to be adopted o the current situation amongst international donors o emerging issues caused by climate change In the introductory section, the editors draw together the full implications from the case studies to discuss how international communities can support adaptation in developing countries and to give an assessment of bilateral projects. They reflect on the lessons learned and offer recommendations for future research and international development cooperation.

This handbook was prepared by the FAO Regional Office for Europe and Central Asia, in the framework of the Green Climate Fund Readiness and Preparatory support project “Strengthening country capacities for climate change adaptation and mitigation and finalization of Country Work Programme for the Republic of North Macedonia”, as part of the systematic efforts conducted by the Organization to support the Republic of North Macedonia in the implementation of its commitments in the context of the United Nations Convention on Climate Change, focusing particularly on the areas of the FAO mandate. The handbook aims to provide guidance to state institutions, business associations and organizations, international organizations, development and commercial banks and private companies on the involvement of the private sector in climate action and climate investment.

Cambodia is among the Least Developed Countries that continue to struggle with serious environmental issues, among which are climate change, water resources and land degradation. The project, implemented from 2014 to 2020, contributed to build the adaptive capacity of rural communities and reduce their vulnerability to climate change through micro-watershed management and climate resilient agriculture practices through interventions at national, sub-national and community levels. It was designed to address barriers at all levels (local to national) stemming from lack of awareness, knowledge, understanding and capacity concerning climate change adaptation and the absence of alternative livelihoods, particularly affecting rural women. The evaluation found that the project activities made some important steps in contributing to reducing vulnerability and increasing resilience for climate change adaptation in the pilot communes. While the project managed to implement many of the outputs, a number of issues and delays limited the effectiveness on-the-ground of this innovative yet ambitious project.

Mozambique is a low income country, with almost 70 percent of the population living in rural areas. Farmers suffer from lack of access to technology and qualified technical services. The country is also extremely vulnerable to increasingly prevalent natural phenomena, such as cyclones Dineo, Idai and Kenneth, which destroyed crops and agricultural infrastructure between 2017 and 2019. The country faces challenges in implementing regulatory instruments for the integration of practices climate change adaptation (CCA) in the agricultural sector. The Government of Mozambique, the Food and Agriculture Organization of the United Nations (FAO) and the Global Environment Facility (GEF) have joined efforts to increase the capacity of Mozambique's agricultural and pastoral sectors to deal with climate change. The project generated relevant results, including the incorporation of specific actions for CCA in strategic plans at ministerial level and in Economic and Social Plans and District Budgets (PESOD); the preparation of Mozambique's nationally determined contribution (NDC); the creation of local and community plans to adapt to climate change; the installation of 11 agrometeorological stations and greater financial autonomy for beneficiary women. The evaluation recommended that FAO support the government to ensure the integration of CCA into key policy documents and the integration of the Farmer Field Schools (FFS) into future rural development programmes, including the new Sustenta Programme, and that, in future programmes, FAO will focus on developing value chains and promoting farmers' access to markets.

The importance of monitoring and evaluation (M&E) of climate change adaptation has been highlighted at global level, including under the Paris Agreement. Simultaneously, adaptation M&E systems are beginning to emerge at the national level in the context of national planning and budgeting processes. This technical guidance note details how to develop M&E systems for adaptation planning in agriculture sectors.

The risks and opportunities of climate change for agriculture can be effectively dealt only by aligning policies, developing institutional capabilities, and investing in infrastructure and farms, as per the experiences of Albania, FYR Macedonia, Moldova, and Uzbekistan.
