Due to a variety of reasons, water resources on the globe are becoming scarcer. The degree of water scarcity and its political, economic and social implications are felt more severely in regions like the Middle East. The Euphrates-Tigris river basin is one of the major sources of water, but also a source of tension in the region. Unless cooperation is achieved among the riparian countries, namely Turkey, Syria and Iraq, in the areas of management, allocation and utilisation of the waters of the Euphrates-Tigris basin, growing scarcity may result not only in conflict, but also in further devastation of an extremely vital source. Recently, water has become a subject matter of international law, and formal and informal deliberations in international conferences have produced general principles and norms for using and managing water resources effectively. Hence, this book is an attempt to put together a meaningful set of principles, norms, rules, and decision-making procedures of a region-specific regime framework for effective utilisation of the waters of the Euphrates-Tigris river basin with a view to promoting cooperation among the riparian countries.

This book examines the political economy that governs the management of international transboundary river basins in the developing world. These shared rivers are the setting for irrigation, hydropower and flood management projects as well as water transfer schemes. Today, when so many countries share the same transboundary river basins, unilateral water management becomes extremely critical. Joint water management, on the other hand, faces many obstacles, because of states' interests in particular function of the water. Water is needed for drinking, household, irrigation, hydro-energy, fishing, navigation, tourism as well as many other purposes, and unfortunately, it cannot meet all needs simultaneously. The satisfaction of one need often impedes the others. In this regard, transboundary river basins often create challenges among states by leading them to negotiate in asymmetric relations.This book is an attempt to address the effectiveness of transboundary water management from a social and political perspective by offering new theoretical underpinnings to understand the success conditions in sharing transboundary water resources. The author focused in the work on three conditions, i.e. institutional conditions and country specific conditions, as well as conditions of regional integrity level and role of external actors. The proposed conditions were tested on two river basins i.e. the successful one in the example of Orange/Senqu river basin and unsuccessful one in the case of Naryn/Syrdarya river basin.

The book presents a critical and comparative analysis of the hydropolitical landscape of African transboundary river basins which, for much of the past century, have been affected by water scarcity. River and lake basins can become a source of tension and conflict due to a complicated mix of environmental, demographic, diplomatic, historical and geopolitical factors. This book, however, specifically focuses on the important, and often under looked, role played by scarcity in generating or exacerbating conflicts in shared river basins. Asserting that transboundary river basins tie states into a web of interdependence, this book raises awareness of how water scarcity, or the depletion of water resources, complicates this relationship as nations are forced to look beyond their own borders to meet the demand for water to satisfy multiple needs. Taking a comparative approach, it examines three shared basins: the Orange-Senqu, the Nile and the Niger River basins. While situated in different regions, all three basins are marked by serious environmental challenges that are detrimental to combustible hydropolitics over such shared water resources and they provide fascinating insights into the links between climate variability and change, water resources, human security, conflict, adaptation and regime capacity.
