"This document is a demonstration of how the State of Kansas, Kansas Department of Health and Environment (KDHE) plans to implement a strategy to assist existing public water systems in improving their technical, financial, and managerial (TFM) capabilities. This initiative is a requirement imposed by the 1996 Amendments to the Safe Drinking Water Act (SDWA) on all states that wish to receive full funding from the Environmental Protection Agency (EPA) for their drinking water revolving loan programs. Section 1420 of the SDWA specifies five elements that a state must consider when preparing a strategy for helping existing public water systems to improve their TFM capacity."
