This project proposes to construct operational improvements to the exiting intersections of Highway 1 with Ocean Avenue and with Carpenter Street, just east of the city of Carmel-by-the-Sea in Monterey County, to provide short-term traffic operation improvements to those intersections. The FHWA has determined that this project will not have any significant impacts on the human environment, nor on vegetation, fish and wildlife, rare and endangered species or habitat, cultural historic or scenic resources, nor on air, noise or water quality.
