This is a paradox in view of the many studies showing that sport is one of the most effective ways of encouraging inclusion. One of the challenges concerns the training of sports and physical activity instructors and coaches.Technical and teaching knowledge need to be adapted to take account of disabled sport practice and persons with a disability. This observation led the Sport and Citizenship think tank to bring together a European work group on this subject. This work is the result of three years of discussions. It provides various points for consideration on the development of an appropriate training course which will help support and integrate persons with a disability in the best possible way.

Inclusion is primarily discussed in education. With the increasing number of member states of the United Nations ratifying the Convention on the Rights of Persons with Disabilities, academics have vividly discussed inclusion in the context of other areas of life, such as the community at large, as ‘social inclusion’ in the context of work and employment, and with regard to the aspects addressed by Article 30.5 of the Convention, namely cultural life, recreation, leisure, and sport. This volume is organized around the topic inclusion in sport and has a particular focus on the participation of people with disabilities in sport. Typical barriers for people with disabilities to participate in sport include lack of awareness on the part of people without disabilities as to how to involve them in teams adequately; lack of opportunities and programmes for training and competition; too few accessible facilities due to physical barriers; and limited information on and access to resources. The chapters attribute central importance to the processes and mechanisms of inclusion that operate within sporting environments and to the question of either what happens or could happen to persons with disabilities who enter the playing field. The philosophy of normalization and promotion of the plight of children and adults with mental handicaps has drawn more public attention in recent years. Governments in a number of countries have embarked upon policies involving the dosure of institutions, move ment of people with mental handicaps back into the community, and development of community-orientated programmes, although their reasons for this may be economically, rather than ideologically, motivated. Occupational therapists have moved into the community, along with other health professionals, in order to set up community services for people with mental handicaps. My own experience of working in a multidisciplinary team in Central London for 2V2 years, helping adults with mental handicaps to move out of an institution, has been a source of motivation to write this book. The amount of written material available on the occupational therapy approach to re settlement and de institutionalization is limited, in comparison with the massive amount of information written by, and for, other practitioners. Additionally, the number of texts written by and for occupational therapists with this dient group are few. Despite excellent support from OT colleagues, I experienced considerable frustration trying to define and perform my role, not helped by a shortage of texts to draw on.

Defending ethics in sport is vital in order to combat the problems of corruption, violence, drugs, extremism and other forms of discrimination it is currently facing. Sport reflects nothing more and nothing less than the societies in which it takes place. However, if sport is to continue to bring benefits for individuals and societies, it cannot afford to neglect its ethical values or ignore these scourges. The major role of the Council of Europe and the Enlarged Partial Agreement on Sport (EPAS) in addressing the new challenges to sports ethics was confirmed by the 11th Council of Europe Conference of Ministers responsible for Sport, held in Athens on 11 and 12 December 2008. A political impetus was given on 16 June 2010 by the Committee of Ministers, with the adoption of an updated version of the Code of Sports Ethics (Recommendation CM/Rec(2010)9), emphasising the requisite co-ordination between governments and sports organisations. The EPAS prepared the ministerial conference and stepped up its work in an international conference organised with the University of Rennes, which was attended by political leaders, athletes, researchers and officials from the voluntary sector. The key experiences described in the conference and the thoughts that it prompted are described in this publication. All the writers share the concern that the end result should be practical action - particularly in terms of the setting of standards - that falls within the remit of the EPAS and promotes the Council of Europe's core values.
